【摘要】：健全慈善監(jiān)督體制與提升慈善公信力息息相關。慈善監(jiān)督體制是提升慈善公信力的制度保障,而慈善公信力則是健全慈善監(jiān)督體制的價值追求。如何健全慈善事業(yè)監(jiān)督體制,提升慈善事業(yè)的公信力,引導慈善事業(yè)的健康發(fā)展,乃是構建社會主義和諧社會實踐中一個重大現(xiàn)實問題。從慈善事業(yè)的實踐困境來看,要提升慈善事業(yè)的公信力,就必須健全慈善募捐監(jiān)督體制、慈善運行監(jiān)督體制和慈善組織評估監(jiān)督體制。要健全慈善募捐監(jiān)督體制,就必須建立募捐人準入監(jiān)督制度、捐贈人義務監(jiān)督制度和受益人義務監(jiān)督制度;要健全慈善運行監(jiān)督體制,就必須健全慈善信息公開透明制度、慈善行業(yè)業(yè)務年審制度和輿論監(jiān)督與人民群眾監(jiān)督制度;要健全慈善組織評估監(jiān)督體制,就必須健全慈善組織評估主體制度和慈善組織的行業(yè)準入、等級評估與行業(yè)淘汰制度。
[Abstract]:Improving the charity supervision system is closely related to the promotion of charity credibility. The charity supervision system is the system guarantee to enhance the charity credibility, and the charity credibility is the value pursuit of the perfect charity supervision system. How to perfect the supervision system of charity, improve the credibility of charity, and guide the healthy development of charity is an important practical problem in the practice of building a socialist harmonious society. From the practical dilemma of charity, in order to enhance the credibility of charity, we must perfect the supervision system of charity collection, charity operation supervision and charity organization evaluation. In order to improve the supervision system for charitable fund-raising, it is necessary to establish a system for supervising the admission of donors, a system for supervising donors' obligations and a system for supervising the obligations of beneficiaries. In order to perfect the supervision system for charity operations, it is necessary to improve the system of transparency and openness of charitable information. In order to perfect the system of evaluation and supervision of charity organizations, it is necessary to perfect the system of evaluation subject of charity organizations and the system of industry access, grade evaluation and industry elimination of charitable organizations.
