【摘要】：當(dāng)前我國(guó)社會(huì)組織能力建設(shè)存在的主要問(wèn)題是資源供給不足和能力培養(yǎng)不足,公益創(chuàng)投不但為社會(huì)組織提供資金支持還影響社會(huì)組織管理運(yùn)行的全過(guò)程,公益創(chuàng)投與我國(guó)社會(huì)組織的培育需求保持了高度的契合性。因此,探究公益創(chuàng)投對(duì)社會(huì)組織能力建設(shè)的影響,有助于推動(dòng)社會(huì)組織的可持續(xù)發(fā)展。為了解公益創(chuàng)投對(duì)社會(huì)組織能力建設(shè)的影響狀況,以及實(shí)際的實(shí)施效果,本文從探索性研究的角度,在分析我國(guó)公益創(chuàng)投影響社會(huì)組織能力建設(shè)現(xiàn)狀的基礎(chǔ)上,通過(guò)剖析相關(guān)案例,發(fā)現(xiàn)公益創(chuàng)投不僅影響社會(huì)組織能力建設(shè)的技術(shù)層面,更影響社會(huì)組織長(zhǎng)期和可持續(xù)發(fā)展的運(yùn)作方向。本文概括和提煉出公益創(chuàng)投在影響社會(huì)組織能力建設(shè)中存在的問(wèn)題:政府支持力度不足、作用沒(méi)有得到有效發(fā)揮、資金支持周期短、績(jī)效和社會(huì)影響不易計(jì)算等。本文借鑒美國(guó)和歐洲等地的先進(jìn)經(jīng)驗(yàn),提出我國(guó)公益創(chuàng)投有效影響社會(huì)組織能力建設(shè)的對(duì)策和建議,包括政府主導(dǎo)公益創(chuàng)投自上而下推動(dòng)社會(huì)組織能力建設(shè)、公益創(chuàng)投滿足社會(huì)需求自下而上促進(jìn)社會(huì)組織能力建設(shè)、加強(qiáng)社會(huì)組織對(duì)公益創(chuàng)投影響力的認(rèn)識(shí)并建立監(jiān)督評(píng)估體系等,希望能為我國(guó)公益創(chuàng)投有效影響社會(huì)組織能力建設(shè)提供借鑒意義。
[Abstract]:At present, the main problems in the capacity building of social organizations in our country are insufficient supply of resources and training of ability. Public venture capital not only provides financial support to social organizations, but also affects the whole process of the management and operation of social organizations. Public interest venture capital and the cultivation demand of social organizations in China to maintain a high degree of compatibility. Therefore, exploring the influence of public venture capital on social organization capacity building is helpful to promote the sustainable development of social organization. In order to understand the influence of public venture capital on the capacity building of social organization, and the actual implementation effect, this paper, from the perspective of exploratory research, based on the analysis of the current situation of the impact of public venture capital on the building of social organization capacity, Through the analysis of relevant cases, it is found that public venture capital not only affects the technical aspects of social organization capacity-building, but also affects the long-term and sustainable development direction of social organization. This paper summarizes and abstracts the existing problems of public venture capital in influencing the construction of social organization capacity: the government support is not enough, the role has not been effectively brought into play, the financial support cycle is short, the performance and social impact are not easy to calculate, and so on. This paper draws lessons from the advanced experiences of the United States and Europe, and puts forward the countermeasures and suggestions that the public venture capital of our country can effectively influence the social organization capacity building, including the government leading the public welfare venture capital to promote the social organization capacity building from top to bottom. To meet the needs of the society, the public venture capital promotes the capacity-building of social organizations from the bottom up, strengthens the understanding of the influence of the social organizations on the public venture capital, and establishes the supervision and evaluation system, etc. It is hoped that it can provide reference for our country's public interest venture capital to effectively influence the social organization capacity building.
