【摘要】：城市是人類(lèi)文明進(jìn)程的里程碑,是區(qū)域政治、經(jīng)濟(jì)、科技、文化、教育的中心,城市人口集中、成分復(fù)雜,在維護(hù)民族團(tuán)結(jié)和社會(huì)穩(wěn)定中具有重要影響。少數(shù)民族群眾到城市尋求更好的生活,在城市這個(gè)廣闊平臺(tái)實(shí)現(xiàn)自身更好的發(fā)展,這是現(xiàn)代社會(huì)發(fā)展的必然趨勢(shì)。因此,加強(qiáng)城市民族工作,為進(jìn)城少數(shù)民族群眾提供良好的社會(huì)環(huán)境,切實(shí)保障他們的合法權(quán)益,讓他們感受城市的美好,共享改革發(fā)展的碩果,這是民族工作的努力方向。本文通過(guò)選取青島這一典型沿海發(fā)達(dá)城市的民族工作進(jìn)行分析,深入剖析在開(kāi)展城市民族工作中存在的突出問(wèn)題,如全社會(huì)普遍對(duì)城市民族工作的認(rèn)識(shí)不夠到位、城市民族工作法制建設(shè)有待加強(qiáng)、民族政策法規(guī)宣傳深度廣度不夠、幫助少數(shù)民族群眾適應(yīng)城市生活的手段不多、基層民族工作隊(duì)伍力量薄弱等五個(gè)方面。針對(duì)這些問(wèn)題,力求從全面加強(qiáng)民族團(tuán)結(jié)進(jìn)步宣傳教育、逐步完善城市民族工作法律法規(guī)體系、做好少數(shù)民族流動(dòng)人口服務(wù)管理工作、積極探索建立城市社區(qū)民族事務(wù)治理體系、加強(qiáng)對(duì)基層民族工作力量的充實(shí)和培養(yǎng)等五個(gè)方面提出改進(jìn)措施和建議。運(yùn)用民族理論和公共管理知識(shí),結(jié)合自己的工作實(shí)踐,淺談推動(dòng)城市民族工作的基本思路,以期對(duì)解決城市少數(shù)民族工作中遇到的難題、提高城市少數(shù)民族服務(wù)管理水平、維護(hù)民族領(lǐng)域的和諧穩(wěn)定有一定的借鑒意義。
[Abstract]:City is a milestone in the process of human civilization. It is the center of regional politics, economy, science and technology, culture and education. The urban population is concentrated and the composition is complex. It has an important influence in maintaining national unity and social stability. The minority people seek better life in the city and realize their own better development in this vast platform of the city, which is modern. It is the inevitable trend of social development, therefore, to strengthen the work of the cities of the cities, provide a good social environment for the minority people in the city, ensure their legitimate rights and interests, let them feel the beauty of the city and share the fruits of the reform and development, which is the direction of the efforts of the national work. This article selects the typical coastal developed city of Qingdao. Analysis of ethnic work and in-depth analysis of the outstanding problems in the development of urban ethnic work, such as the lack of understanding of the national work in the city, the construction of the legal system for ethnic work in the city, the lack of depth of publicity in the national policies and regulations, and the lack of means to help the minority people to adapt to the life of the city. In five aspects, the strength of the ethnic working team is weak and so on. Aiming at these problems, we strive to strengthen the propaganda and education of national unity and progress in an all-round way, gradually improve the legal and statute system of urban ethnic work, do a good job in the service management of the floating population of the minority nationalities, actively explore and establish the management system of Ethnic Affairs in the urban social district, and strengthen the ethnic workers at the grass-roots level. The improvement measures and suggestions are put forward in five aspects, such as the enrichment and cultivation of strength. Using the national theory and the knowledge of public management and the practice of their own work, the basic ideas of promoting the urban ethnic work are discussed in order to solve the difficult problems encountered in the work of the ethnic minorities in the city, and to raise the level of the service management of the ethnic minorities in the city and safeguard the nation. The harmony and stability of the field has certain reference significance.
