【摘要】:隨著公共交通的不斷發(fā)展,目前我國大城市火車站的數(shù)量已20有余。火車站地區(qū)作為城市中重要的交通樞紐,承擔著運送數(shù)以萬計全國各地旅客出行的任務,體現(xiàn)出舉足輕重的地位。然而,由于火車站地區(qū)的區(qū)位特殊性和市場因素等特性,各種管理亂象層出不窮,嚴重影響了社會秩序,威脅旅客的出行安全,成為政府管理中的重點和難點,也是本文選題的根本原因。鑒于我國大城市火車站地區(qū)管理體制改革的研究為數(shù)不多,本文以北京西站地區(qū)為個案進行分析,借鑒政府職能理論和新公共服務理論的核心思想,通過文獻、實地調(diào)查、比較等研究方法,試圖探索優(yōu)化我國大城市火車站地區(qū)管理體制的有效對策建議。首先,論文對政府職能理論和新公共服務理論進行梳理,分析其對我國大城市火車站地區(qū)管理體制改革的啟示和借鑒意義。其次,歸納總結我國大城市火車站地區(qū)的主要特點,并從管理目標、管理內(nèi)容、管理主體和管理范圍四個角度對我國大城市火車站地區(qū)的管理需求進行分析。第三,將我國大城市火車站地區(qū)管理體制劃分為七種模式并對它們的優(yōu)劣進行比較,總結出先進的經(jīng)驗。第四,以北京地區(qū)為例進行個案研究,從該地區(qū)的概況、管理體制現(xiàn)狀特點及存在的問題這幾方面進行具體論述。本文通過探究我國大城市火車站地區(qū)未來的整體發(fā)展趨勢,結合前述需求分析、管理模式對比和個案研究,提出了推進我國大城市火車站地區(qū)管理體制改革的可行性對策建議。
[Abstract]:With the continuous development of public transportation, the number of railway stations in large cities in China has more than 20. Railway station area, as an important transportation hub in the city, bears the important position of transporting thousands of passengers all over the country. However, because of the characteristics of the location and market factors of the fire station area, the characteristics of the railway station area are very important. All kinds of management disorder emerge in endlessly, seriously affecting the social order, threatening the safety of the passengers, becoming the key and difficult point of the government management, and also the fundamental reason for this article. In view of the few research on the reform of the management system of the railway station area in the big cities of our country, this article takes the Beijing West Railway Station area as a case study and draws lessons from the government. The core ideas of the function theory and the new public service theory, through the literature, field investigation, comparison and other research methods, try to explore and optimize the effective countermeasures and suggestions for the regional management system of the railway station in China. First, the thesis combs the government function theory and the new public service theory, and analyzes its management to the railway station area in China. The enlightenment and reference significance of the reform of the system. Secondly, the main characteristics of the railway station area in China are summarized, and the management requirements are analyzed from four angles of management target, management content, management subject and management scope. Third, the management system of the railway station area in China is divided into the area management system. The seven models are compared and their advantages and disadvantages are compared, and the advanced experience is summed up. Fourth, take the case study of Beijing area as an example. From the general situation of the region, the characteristics of the management system and the existing problems, this paper discusses the overall development trend of the future of the railway station area in the big cities of our country. The demand analysis, management mode comparison and case study are put forward, and the feasible countermeasures and suggestions for promoting the reform of the management system of railway stations in big cities of China are put forward.
