【摘要】：山西地處黃土高原,土質(zhì)疏松,千溝萬(wàn)壑,曾經(jīng)多次發(fā)生沙塵暴、干旱、山體滑坡、地震和泥石流等自然災(zāi)害,農(nóng)田易發(fā)生蟲害和低溫凍土現(xiàn)象而絕收或減收。自然災(zāi)害每年都給山西帶來(lái)巨大的財(cái)產(chǎn)損失和人員傷亡。而自然災(zāi)害發(fā)生后,必然會(huì)出現(xiàn)大量的應(yīng)急救援物資的短缺,在此情況下,應(yīng)急物流隨之產(chǎn)生。相比之下,普通物流注重的是控制成本和提高效率,而應(yīng)急物流與普通物流的明顯區(qū)別在于時(shí)間的緊迫性,物資越快抵達(dá)災(zāi)區(qū),物資所起到的作用就越明顯,災(zāi)害的損失就越小。有鑒于此,將應(yīng)急物流獨(dú)立于普通物流之外為研究?jī)?nèi)容具有很重要的研究意義。本文把定量研究與定性研究相結(jié)合,以山西作為研究對(duì)象,針對(duì)山西多發(fā)的自然災(zāi)害,結(jié)合山西自然災(zāi)害特點(diǎn)和地方實(shí)際情況進(jìn)行了評(píng)價(jià)研究。首先介紹文章的選題背景、研究意義、研究的主要思路、方法、內(nèi)容和研究的重點(diǎn)、難點(diǎn)及創(chuàng)新點(diǎn)。第二部分介紹研究涉及的概念,包括自然災(zāi)害和應(yīng)急物流,然后分析了研究的理論基礎(chǔ),主要是運(yùn)用系統(tǒng)論和應(yīng)急管理理論,并對(duì)自然災(zāi)害應(yīng)急物流相關(guān)內(nèi)容的國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行綜述,對(duì)應(yīng)急物流相關(guān)內(nèi)容的研究做出了總結(jié)。第三部分陳述山西自然災(zāi)害的特點(diǎn)、應(yīng)急物流的相關(guān)基礎(chǔ)設(shè)施建設(shè)和山西開展的一些工作現(xiàn)狀,對(duì)山西的應(yīng)急物流有一個(gè)初步了解,在此基礎(chǔ)上,為了進(jìn)一步了解山西省自然災(zāi)害應(yīng)急物流能力,指出了進(jìn)行山西應(yīng)急物流能力評(píng)價(jià)的迫切需求,之后開始著手進(jìn)行山西自然災(zāi)害應(yīng)急物流的評(píng)價(jià)。第四部分對(duì)自然災(zāi)害應(yīng)急物流的影響因素進(jìn)行分析,基于一定的指標(biāo)選取原則,進(jìn)一步構(gòu)建應(yīng)急物流指標(biāo)體系,提出5個(gè)一級(jí)指標(biāo)和27個(gè)二級(jí)指標(biāo),并采用層次分析法確定指標(biāo)權(quán)重。第五部分針對(duì)本文的評(píng)價(jià)對(duì)象的不確定性等特點(diǎn),確定進(jìn)行自然災(zāi)害應(yīng)急物流能力評(píng)價(jià)的模型,進(jìn)行大量的數(shù)據(jù)收集和現(xiàn)場(chǎng)調(diào)研,以山西自然災(zāi)害應(yīng)急物流能力為對(duì)象進(jìn)行了問(wèn)卷調(diào)查,從而獲得研究需要的資料數(shù)據(jù),根據(jù)收集到的數(shù)據(jù)運(yùn)用模糊綜合評(píng)價(jià)法進(jìn)行實(shí)際評(píng)價(jià),得到了山西自然災(zāi)害應(yīng)急物流能力評(píng)價(jià)結(jié)果。第六部分針對(duì)研究結(jié)果中表現(xiàn)出來(lái)的薄弱環(huán)節(jié)提出了一些建議和意見,希望能夠?qū)Φ胤綉?yīng)急物流能力的提高做一些貢獻(xiàn),最后指出文章研究的不足和未來(lái)的展望。本文構(gòu)建了山西自然災(zāi)害應(yīng)急物流能力的評(píng)價(jià)指標(biāo)體系,并對(duì)山西應(yīng)急物流能力做了實(shí)際評(píng)價(jià),對(duì)山西的應(yīng)急物流能力有了一個(gè)總體了解,在此基礎(chǔ)上提出的針對(duì)性建議有一定的參考價(jià)值。希望能夠?yàn)閷?shí)際的應(yīng)急物流實(shí)踐活動(dòng)提供理論指導(dǎo),進(jìn)而對(duì)救災(zāi)減災(zāi)工作做出一些貢獻(xiàn)。
[Abstract]:Shanxi is located in the Loess Plateau, the soil is loose, thousands of gully, there have been many dust storms, drought, landslides, earthquakes and debris flow and other natural disasters, farmland pests and low temperature permafrost prone to the phenomenon of harvest or loss. Natural disasters bring huge property losses and casualties to Shanxi every year. After the natural disaster, there will be a large number of emergency supplies shortage, in which case, emergency logistics will occur. In contrast, ordinary logistics focuses on controlling costs and improving efficiency. The obvious difference between emergency logistics and ordinary logistics is the urgency of time. The sooner supplies arrive in disaster areas, the more obvious the effect of materials will be. The less damage a disaster causes. In view of this, it is of great significance to study emergency logistics independently of ordinary logistics. This paper combines quantitative research with qualitative research, taking Shanxi as the object of study, combining the characteristics of natural disasters and local actual conditions in Shanxi Province to evaluate and study the natural disasters that occur frequently in Shanxi Province. Firstly, it introduces the background, research significance, main ideas, methods, contents, key points, difficulties and innovations of the research. The second part introduces the concepts involved in the study, including natural disasters and emergency logistics, and then analyzes the theoretical basis of the study, mainly using system theory and emergency management theory. The research status of natural disaster emergency logistics at home and abroad is summarized, and the research of emergency logistics is summarized. The third part states the characteristics of natural disasters in Shanxi, the infrastructure construction of emergency logistics and the present situation of some work carried out in Shanxi, and has a preliminary understanding of the emergency logistics in Shanxi. On this basis, In order to further understand the natural disaster emergency logistics capacity in Shanxi Province, this paper points out the urgent need for the evaluation of Shanxi emergency logistics capacity, and then begins to carry out the evaluation of Shanxi natural disaster emergency logistics. In the fourth part, the influencing factors of natural disaster emergency logistics are analyzed. Based on the principle of selecting certain indexes, the index system of emergency logistics is further constructed, and five first-class indexes and 27 second-class indexes are put forward. Analytic hierarchy process (AHP) is used to determine the index weight. In the fifth part, according to the uncertainty of the evaluation object, the model of natural disaster emergency logistics capability evaluation is established, and a large amount of data collection and field investigation are carried out. Taking the natural disaster emergency logistics capacity of Shanxi Province as the object of the questionnaire, the data needed for the research are obtained, and the fuzzy comprehensive evaluation method is used to carry out the actual evaluation according to the collected data. Obtained Shanxi natural disaster emergency logistics capacity evaluation results. In the sixth part, some suggestions and suggestions are put forward in view of the weakness of the research results, hoping to make some contributions to the improvement of the local emergency logistics capacity. Finally, the paper points out the shortcomings of the research and the future prospects. This paper constructs the evaluation index system of Shanxi natural disaster emergency logistics capacity, and makes a practical evaluation of Shanxi emergency logistics capacity, and has a general understanding of Shanxi emergency logistics capacity. On this basis, the targeted recommendations have a certain reference value. It is hoped that it can provide theoretical guidance for practical emergency logistics activities and make some contributions to disaster relief and disaster reduction.
