黑龍江省少數(shù)民族干部隊伍建設存在的問題與對策研究

【摘要】:黑龍江是我國多民族雜居的邊疆省份,全省民族地區(qū)大多地處偏遠,自然條件惡劣,經(jīng)濟社會發(fā)展落后,呈現(xiàn)出不可持續(xù)的發(fā)展態(tài)勢。面對這種情況,在全省民族地區(qū)社會管理的各個層面中充分信任和依靠少數(shù)民族干部顯然是十分必要的,這就要求黑龍江省有一支嚴格踐行黨的方針政策,充分融入人民大眾,文化水平較高,思想政治素質(zhì)較強,善于開展民族業(yè)務工作的少數(shù)民族干部隊伍。本文結(jié)合當前黑龍江省少數(shù)民族干部隊伍建設實際,以干部隊伍結(jié)構為視角切入,對干部隊伍建設過程中凸顯出的問題作以分析歸納,并就問題本身提出了解決對策,全文主要分為以下五部分的內(nèi)容:第一部分緒論,主要介紹了研究黑龍江省少數(shù)民族干部隊伍建設工作的背景、目的和意義、研究的思路與方法,并對國內(nèi)外相關領域的研究現(xiàn)狀進行綜述。第二部分詳細梳理了新中國成立至改革開放前、改革開放至20世紀90年代和20世紀90年代至今三個不同歷史時期,中央領導集體針對全國少數(shù)民族干部隊伍建設工作提出的理論和國家出臺的相關政策。第三部分回顧總結(jié)了新中國成立至改革開放前、改革開放至20世紀90年代和20世紀90年代至今三個不同歷史時期黑龍江省少數(shù)民族干部隊伍建設工作的實踐歷程和取得的成績。第四部分歸納了當前黑龍江省少數(shù)民族干部隊伍建設在人員數(shù)量、人員分布、人員自身條件、人員政治思想素質(zhì)等方面所遇到的問題,深入分析了其在思想措施、體制機制、教育培訓和自然經(jīng)濟環(huán)境等方面存在的深層次原因。第五部分針對當前黑龍江省少數(shù)民族干部隊伍建設所遇到的實際問題,在思想意識、人員數(shù)量、體制機制、隊伍結(jié)構和干部素質(zhì)五個方面給出了解決方法和思路。本文旨在為黑龍江省全面加強少數(shù)民族干部培養(yǎng)和任用提供一些借鑒,也為有關部門制定政策提供一定依據(jù)。
[Abstract]:Heilongjiang is a borderland province inhabited by many nationalities in China. The minority areas of Heilongjiang Province are mostly located in remote areas, the natural conditions are bad, the economic and social development is backward, showing an unsustainable development trend. In the face of this situation, it is obviously necessary to fully trust and rely on minority cadres at all levels of social management in the ethnic minority areas of the province. This requires Heilongjiang Province to strictly carry out the Party's principles and policies and fully integrate into the masses of the people. High level of education, strong ideological and political quality, good at the work of ethnic minority cadres. Based on the actual construction of the contingent of minority cadres in Heilongjiang Province at present, from the perspective of the structure of the contingent of cadres, this paper makes an analysis and induction of the problems highlighted in the course of the construction of the contingent of cadres, and puts forward solutions to the problems themselves. The paper is divided into the following five parts: the first part is the introduction, which mainly introduces the background, purpose and significance of the research on the construction of minority cadres in Heilongjiang Province, as well as the ideas and methods of the research. The current situation of research in related fields at home and abroad is summarized. The second part makes a detailed analysis of three different historical periods from the founding of New China to the reform and opening up to the 1990s and the 1990s to the present. The central leading group puts forward the theory and the related policies for the construction of the national minority cadres. The third part reviews the practice and achievements of the construction of minority cadres in Heilongjiang Province during the three historical periods from the founding of New China to the reform and opening up to the 1990s to the 1990s and the 1990s to the present. The fourth part summarizes the problems encountered in the current construction of the contingent of minority cadres in Heilongjiang Province in terms of the number of personnel, the distribution of personnel, the personnel's own conditions, the political and ideological quality of personnel, and analyzes in depth its ideological measures, system and mechanism. The fifth part aims at the actual problems encountered in the construction of the contingent of minority cadres in Heilongjiang Province, and puts forward the solutions and ideas in five aspects: ideological consciousness, the number of personnel, the system and mechanism, the structure of the contingent and the quality of the cadres. The purpose of this paper is to provide some references for strengthening the cultivation and appointment of minority cadres in Heilongjiang Province and to provide some basis for the relevant departments to formulate policies.
