【摘要】：鑒于政府在中國(guó)經(jīng)濟(jì)發(fā)展中的重要作用和"諾斯悖論"的真實(shí)存在,文章在回顧政府作用研究文獻(xiàn)的基礎(chǔ)上提出了"名義攫取之手"和"資源詛咒效應(yīng)"兩個(gè)新的理論視角,使用1994—2014年省級(jí)面板數(shù)據(jù)以及動(dòng)態(tài)面板糾偏虛擬變量最小二乘法(BCLSDV)、似不相關(guān)回歸(SUR)方法實(shí)證檢驗(yàn)發(fā)現(xiàn):(1)存在"攫取之手",豐裕的自然資源在一定條件下會(huì)誘發(fā)更多的攫取行為;(2)存在"名義攫取之手",通過(guò)有效規(guī)范和監(jiān)管,原本"攫取之手"對(duì)整體社會(huì)福利的增進(jìn)存在顯著促進(jìn)作用;(3)存在"資源詛咒效應(yīng)",但各地區(qū)通過(guò)合理政策安排完全能夠?qū)?資源詛咒"引導(dǎo)為"資源詛咒正效應(yīng)"。文章重新審視了中國(guó)經(jīng)濟(jì)發(fā)展中的政府行為及作用,為供給側(cè)結(jié)構(gòu)改革背景下更好地發(fā)揮各級(jí)政府的作用提供了重要啟示。
[Abstract]:In view of the important role of the government in China's economic development and the real existence of the "North Paradox", this paper puts forward two new theoretical perspectives of "the hand of nominal seizure" and "the effect of resource curse" on the basis of reviewing the literature on the role of government.Using the provincial panel data from 1994 to 2014 and the dynamic panel correction virtual variable least square method BCLSDV, it is found that the "grab hand" exists in the presence of "grab hand", and the abundant natural resources can be induced under certain conditions.More grabs exist in the name of the hand, through effective regulation and regulation,The "grab hand" has a significant promoting effect on the enhancement of the overall social welfare. (3) there is a "resource curse effect", but through reasonable policy arrangements, the "resource curse" can be fully guided into the "resource curse positive effect" in various regions.This paper reexamines the government behavior and function in China's economic development, which provides an important enlightenment for the supply-side structural reform to give full play to the role of all levels of government under the background of supply-side structural reform.
