【摘要】：模塊化是將系統(tǒng)自上而下劃分(組合)成若干模塊用于處理復(fù)雜問題的過程,為復(fù)雜社會(huì)系統(tǒng)下治理機(jī)制再設(shè)計(jì)提供了新的洞見。以杭州社會(huì)復(fù)合主體作為案例研究對象,探討模塊化方法論在社會(huì)治理中的創(chuàng)新應(yīng)用。研究發(fā)現(xiàn),模塊化社會(huì)治理的形成過程包括組織間價(jià)值認(rèn)同、治理共同體的建構(gòu)、定義模塊、規(guī)則體系流程化四個(gè)基本階段;模塊化社會(huì)治理的運(yùn)行機(jī)制包括金字塔型、信息同化型、信息異化型三種類型。多元社會(huì)主體在頂層設(shè)計(jì)的規(guī)則框架下組成網(wǎng)絡(luò)共同體的模塊單元,可以在多樣化的模塊構(gòu)成中實(shí)現(xiàn)"化異"與"求同",從而增進(jìn)整體系統(tǒng)的治理能力。
[Abstract]:The modular system is divided into several top-down (combination) module is used to process the complex problems, provides new insights for the design of complex social systems under the governance mechanism. Taking Hangzhou social composite subject as a case study to explore the modular methodology in social governance innovation application. The study found that the forming process including the organization recognized the value of modular construction, social governance, community governance module definition, system of rules of process four basic stages; the operation mechanism of modular social governance including Pyramid, information assimilation, information alienation of three types. Modules of multiple social network community in the top-level design rules under the framework, can be in a variety of modules in the realization of "alienation" and "seeking" to enhance the governance capacity for the system as a whole.
