【摘要】：工業(yè)化、城市化進(jìn)程的加快在推動社會經(jīng)濟(jì)發(fā)展的同時,激化了資源與環(huán)境的深層次矛盾,在整體利益與局部利益、經(jīng)濟(jì)利益與環(huán)境利益等一系列矛盾交織的宏觀背景下,鄰避沖突已成為轉(zhuǎn)型期社會的一個新風(fēng)險源和城市治理熱點(diǎn)問題。由于污染類事件呈現(xiàn)出的高風(fēng)險、多因素、動態(tài)性等系統(tǒng)性特征,本文以文獻(xiàn)分析、網(wǎng)絡(luò)數(shù)據(jù)和調(diào)研數(shù)據(jù)為基礎(chǔ),提煉污染類鄰避沖突事件發(fā)展影響因素,運(yùn)用系統(tǒng)動力學(xué)方法構(gòu)建SD模型并模擬事件的動態(tài)演化過程。通過對不同情景的仿真結(jié)果研究發(fā)現(xiàn),民眾對鄰避設(shè)施的選址及社會輿論具有較強(qiáng)的敏感性,政府通過合理的利益補(bǔ)償及加大信息公開程度能有效地控制鄰避沖突程度。
[Abstract]:The acceleration of industrialization and urbanization not only promotes the social and economic development, but also intensifies the deep-seated contradiction between resources and environment. Under the background of a series of contradictions, such as overall and local interests, economic interests and environmental interests, etc.Conflict avoidance has become a new source of risk and a hot issue of urban governance in the transitional society.Because of the high risk, multi-factor and dynamic characteristics of pollution events, this paper abstracts the factors that influence the development of pollution-like conflict avoidance events based on literature analysis, network data and investigation data.The SD model is constructed by using system dynamics method and the dynamic evolution process of events is simulated.Through the simulation results of different scenarios, it is found that the public has a strong sensitivity to the location of adjacent facilities and public opinion, and the government can effectively control the degree of conflict avoidance through reasonable interest compensation and increasing the degree of information disclosure.
