【摘要】：自改革開放以來,我國的基層民主進(jìn)入了快速發(fā)展的階段,以農(nóng)村村民自治、城市居民自治和企事業(yè)單位職工自治為代表的基層民主取得了不少成績和經(jīng)驗。在國家治理體系和治理能力現(xiàn)代化的總目標(biāo)之下,基層民主依然需要尋求新的發(fā)展空間。基層民主的發(fā)展空間來源于基層民主的發(fā)展現(xiàn)狀和總體特征。從總體特征來看,基層民主需要從社會領(lǐng)域轉(zhuǎn)向政權(quán)領(lǐng)域,從基層向更高層級延伸,保持"四個民主"之間的均衡。這些發(fā)展空間決定了縣政治理可以成為基層民主發(fā)展的新的突破口。發(fā)展縣政治理既是縣政自治傳統(tǒng)適應(yīng)現(xiàn)代社會治理的內(nèi)在要求,也是治理效率方面的選擇,縣政治理還可以作為政治發(fā)展的局部實驗�？h政治理具有自治、民主、經(jīng)營和服務(wù)等方面的取向,這些取向的推進(jìn)需要依靠現(xiàn)有的制度資源,現(xiàn)有的制度資源包括縣級領(lǐng)導(dǎo)干部選任制度、人大制度和基層群眾自治組織。
[Abstract]:Since the reform and opening up, grass-roots democracy in our country has entered a stage of rapid development. The grass-roots democracy, represented by the autonomy of rural villagers, the autonomy of urban residents and the autonomy of workers and staff in enterprises and institutions, has made many achievements and experiences.Under the overall goal of modernization of national governance system and governance capacity, grassroots democracy still needs to seek new development space.The development space of grass-roots democracy comes from the present situation and overall characteristics of grass-roots democracy.From the overall characteristics, the basic democracy needs to change from the social field to the regime field, from the grass-roots level to a higher level, and to maintain the balance between the "four democracies".These development spaces determine the county government can become a new breakthrough in the development of grass-roots democracy.The development of county governance is not only the inherent requirement of modern social governance, but also the choice of governance efficiency. County governance can also be used as a partial experiment of political development.County administration has the orientation of autonomy, democracy, management and service. The promotion of these orientations depends on the existing institutional resources, which include the system of selecting and appointing leading cadres at the county level, the system of the people's congresses and the autonomous organizations of the masses at the grass-roots level.
