【摘要】：社會(huì)保障倫理屬于公共管理與應(yīng)用倫理的交叉研究范疇。在國(guó)家治理體系的框架下,社會(huì)保障的合道德性不是僅僅針對(duì)個(gè)體的關(guān)心關(guān)切,更是一種“善治”的基調(diào)。無(wú)論是養(yǎng)老金雙軌制還是城鄉(xiāng)社保水平差距,也無(wú)論是醫(yī)保騙保行為還是醫(yī)患合謀行為,這些現(xiàn)實(shí)困境都把社會(huì)保障倫理的價(jià)值理性思考提升到新的高度。因此,在深入探究其中的內(nèi)生關(guān)聯(lián)、發(fā)展嬗變、交互關(guān)系、沖突偏差和建構(gòu)路徑等重點(diǎn)問題的基礎(chǔ)上,通過(guò)準(zhǔn)確解讀倫理意蘊(yùn),深刻發(fā)掘社會(huì)保障的倫理內(nèi)涵,科學(xué)建構(gòu)現(xiàn)代社會(huì)保障倫理秩序。
[Abstract]:Social security ethics belongs to the cross-research category of public administration and applied ethics.Within the framework of the national governance system, the moral character of social security is not only concerned with individual concerns, but also the tone of "good governance".Whether it is the double track pension system or the gap between urban and rural social security level, whether it is medical insurance fraud or doctor-patient collusion, these practical dilemmas raise the value rational thinking of social security ethics to a new height.Therefore, on the basis of deeply exploring the key issues such as endogenous connection, evolution of development, interaction, conflict deviation and construction path, we can find out the ethical connotation of social security through the accurate interpretation of ethical implication.Scientific construction of the ethical order of modern social security.
