【摘要】：隨著當今社會運行速度的加快,"預見性政府"的理念應運而生。社會仿真作為虛擬實踐的方法,可以通過建模仿真技術對社會相關的政治機構、經(jīng)濟實體、社會群體,以及能對社會產(chǎn)生重大影響的國家關鍵基礎設施等進行仿真模擬,從而對構建預見性政府大有裨益。本文通過發(fā)掘我國古代利用仿真模擬方法進行政府預見性管理的思想、方法及案例,追溯仿真模擬方法與預見性政府管理的歷史淵源,探索不同的仿真模擬方法在古代"政府"(統(tǒng)治者)的預見性管理中發(fā)揮的作用。本文還基于系統(tǒng)動力學的仿真模擬方法對現(xiàn)代政府如何進行預見性管理進行了實證研究。以天津市的交通政策為例,使用Vensim軟件,對其系統(tǒng)內(nèi)部和系統(tǒng)之間的因果關系及反饋回路加以分析,建立系統(tǒng)的流圖和結(jié)構方程,并對其進行相關的參數(shù)估計和檢驗,通過調(diào)整投資、限行、限號、收費等多個政策變量,發(fā)現(xiàn)其存在的顯著關系,做出影響分析模型,預測天津市未來的交通運行狀態(tài),由此對天津市在交通領域的預見性管理提出建議。社會的發(fā)展促使我國政府在進行社會治理的過程中要與科學技術相結(jié)合,如果在國家治理領域特別是在政策制定的過程中,適當?shù)倪\用社會仿真理論和方法,將對我國政府進行預見性管理大有裨益,并對我國經(jīng)濟社會發(fā)展和行政管理體制改革有重大的意義。
[Abstract]:With the acceleration of social operation, the concept of "predictable government" emerges as the times require.As a method of virtual practice, social simulation can be used to simulate the political institutions, economic entities, social groups and the key national infrastructure which can have a significant impact on the society through modeling and simulation technology.Thus, it is of great benefit to the building of a predictable government.In this paper, the ideas, methods and cases of using simulation simulation to manage government predictability in ancient China are explored, and the historical origin of simulation and predictive government management is traced back.This paper explores the role of different simulation methods in the predictive management of ancient "government" (rulers).Based on the simulation method of system dynamics, this paper makes an empirical study on how to manage predictability in modern government.Taking Tianjin traffic policy as an example, using Vensim software, the causality and feedback loop within and between systems are analyzed, and the flow diagram and structural equation of the system are established, and the relevant parameters are estimated and tested.By adjusting the policy variables, such as investment, line restriction, number limit, charge and so on, we find out the significant relationship between them, make an impact analysis model, and predict the future traffic operation state of Tianjin.Therefore, some suggestions are put forward for the predictive management in the field of transportation in Tianjin.The development of society urges our government to combine with science and technology in the process of social governance. If the theory and method of social simulation are properly used in the field of national governance, especially in the process of policy making,It will be of great benefit to the government of our country, and will be of great significance to the economic and social development of our country and the reform of the administrative management system.
