【摘要】：隨著互聯(lián)網(wǎng)的不斷發(fā)展,網(wǎng)絡(luò)輿情成為民意的一種新型表達(dá)方式。應(yīng)對(duì)網(wǎng)絡(luò)輿情越來(lái)越成為考驗(yàn)政府行政能力的一項(xiàng)重要課題。當(dāng)今信息時(shí)代,政府公信力正遭遇空前未有的沖擊。本文從網(wǎng)絡(luò)輿情的視角出發(fā)研究政府公信力,綜合運(yùn)用政治學(xué)的合法性理論、輿論學(xué)的輿情演變規(guī)律,針對(duì)西安幼兒園“喂藥門”事件、哈爾濱大火事件、慶安槍擊事件三個(gè)熱點(diǎn)輿情案件,運(yùn)用案例分析法、輿情分析法等研究方法,把握輿情的演變規(guī)律,根據(jù)評(píng)價(jià)政府公信力的主要維度,分析得出網(wǎng)絡(luò)輿情有利于促進(jìn)政務(wù)信息公開、建立溝通互信機(jī)制、提高公共服務(wù)水平、加強(qiáng)對(duì)公權(quán)力的監(jiān)督等,從而對(duì)公信力提升有著正面影響。但是,網(wǎng)絡(luò)輿情對(duì)公信力的提升也會(huì)產(chǎn)生負(fù)面影響:多元化民意會(huì)沖擊政府管理理念;負(fù)面信息常態(tài)化有損政府形象;謠言泛濫化擴(kuò)大事件失信度;輿情強(qiáng)烈化考驗(yàn)政府治理能力。如果政府應(yīng)對(duì)網(wǎng)絡(luò)輿情處理不當(dāng),違背了公眾的期待,政府的公信力可能就會(huì)受到損害,而重建則需要更多的努力。因此,本文根據(jù)網(wǎng)絡(luò)輿情演變的潛伏期、爆發(fā)期、持續(xù)期、衰減期四個(gè)階段提出應(yīng)對(duì)策略,從而樹立值得信賴的政府形象,重建有諾必踐的信任關(guān)系,構(gòu)建公正公開的信用環(huán)境和廉潔誠(chéng)信的行政體系,并以此來(lái)提升政府公信力。
[Abstract]:With the continuous development of the Internet, network public opinion has become a new type of expression of public opinion. This paper studies the credibility of the government from the perspective of network public opinion, synthetically applies the legitimacy theory of political science and the law of the evolution of public opinion of public opinion, aiming at the incident of "feeding medicine door" in Xi'an kindergarten. Harbin fire incident, Qingan shooting incident three hot public opinion cases, using case analysis, public opinion analysis and other research methods to grasp the law of the evolution of public opinion, according to the evaluation of the main dimensions of the credibility of the government, The analysis shows that network public opinion is beneficial to the publicity of government information, the establishment of communication and mutual trust mechanism, the improvement of the level of public service, and the strengthening of supervision of public power, which has a positive impact on the promotion of public trust. Network public opinion will also have a negative impact on the promotion of credibility: pluralistic public opinion will impact on the concept of government management; negative information normality will damage the image of the government; rumors spread to expand the degree of discredit; Strong public opinion tests the ability of government to govern. If the government fails to deal with online public opinion and runs counter to public expectations, the credibility of the government may be damaged, and more efforts will be needed to rebuild it. According to the four stages of the evolution of network public opinion, such as incubation period, outbreak period, duration period and attenuation period, this paper puts forward some countermeasures, so as to establish a credible government image and rebuild the trust relationship between the two groups. Build a fair and open credit environment and a clean and honest administrative system to enhance the credibility of the government.
