【摘要】：官僚制具有強(qiáng)調(diào)集權(quán)和服從,崇尚效率的特點(diǎn),它的這些特點(diǎn)使其能夠?yàn)樯鐣?huì)帶來巨大效用而被當(dāng)代世界各國所用,官僚制組織作為一種行為主體也因此總是逃逸于人們的道德批判視線。然而官僚制組織的這種結(jié)構(gòu)安排并不總是帶來益處,恰恰相反,官僚制組織給人類社會(huì)帶來的災(zāi)難是不可估量的。其因道德上的某些缺失所帶來的問題,對(duì)公共生活所帶來的危害不得不促使我們對(duì)其組織結(jié)構(gòu)上的安排做一番倫理審視和考量。因此,我們有必要從理論上通過分析官僚制的組織特征去揭示其平庸的屬性,找到官僚制組織與“平庸”之間的邏輯聯(lián)系,以提高我們對(duì)官僚制組織的警惕意識(shí)。本文運(yùn)用的是規(guī)范研究的方法。首先對(duì)一般官僚制,現(xiàn)代社會(huì)中的官僚制的內(nèi)涵以及“平庸”的內(nèi)涵作出辨析,并對(duì)他們的特征進(jìn)行歸納總結(jié)。其次,根據(jù)對(duì)官僚制和“平庸”的概念理解,分析官僚制與“平庸”的相關(guān)性,找出二者之間的邏輯聯(lián)系,即論證官僚制組織是如何滑向平庸的,并分析官僚制的道德辯護(hù)以及對(duì)其發(fā)出質(zhì)疑。再次,根據(jù)官僚制平庸的屬性,文章分析了官僚組織中官僚們的平庸行為及其危害。最后,文章在對(duì)官僚制平庸問題做出審視的基礎(chǔ)上提出了抑制官僚制滑向平庸的思路。即官僚制組織的結(jié)構(gòu)安排實(shí)質(zhì)上是一種道德操縱,其平庸的特性建立在一定的倫理基礎(chǔ)之上,因此緩解官僚制平庸性需要尋找到一個(gè)合理正當(dāng)?shù)膫惱砘A(chǔ),并在此基礎(chǔ)上建立一個(gè)公平正義的開放、合作機(jī)制,慎重選擇官僚制領(lǐng)導(dǎo)人。
[Abstract]:Bureaucracy is characterized by its emphasis on centralization and servitude and its respect for efficiency, which enables it to bring great utility to society and is used by the countries of the contemporary world, Therefore, bureaucratic organization, as a subject of conduct, always escapes from the line of view of moral criticism. However, this kind of structural arrangement of bureaucratic organization does not always bring benefits, on the contrary, it is not always beneficial. The disaster caused by bureaucratic organization to human society is incalculable. The problems caused by certain moral imperfections, The harm to public life has to prompt us to make an ethical review and consideration of its organizational structure. Therefore, it is necessary for us to theoretically reveal its mediocre nature by analyzing the organizational characteristics of bureaucracy. To find the logical connection between bureaucratic organization and mediocrity, in order to raise our awareness of vigilance to bureaucratic organization. This paper uses the method of normative research. The connotation of bureaucracy and the connotation of mediocrity in modern society are analyzed, and their characteristics are summarized. Secondly, according to the understanding of the concept of bureaucracy and mediocrity, the correlation between bureaucracy and mediocrity is analyzed. To find out the logical connection between the two, that is, to demonstrate how the bureaucratic organization slips to mediocrity, and to analyze the moral defense of the bureaucratic system and question it. Again, according to the mediocre nature of the bureaucratic system, This paper analyzes the mediocre behavior of bureaucrats in the bureaucracy and its harm. Finally, On the basis of examining the mediocre problem of bureaucracy, the paper puts forward the idea of restraining bureaucracy from sliding to mediocrity, that is, the structural arrangement of bureaucratic organization is essentially a kind of moral manipulation, and its mediocre characteristic is based on certain ethical basis. Therefore, it is necessary to find a reasonable and proper ethical basis to alleviate the mediocre nature of bureaucracy, and on this basis to establish a fair and just mechanism of openness, cooperation and careful selection of bureaucratic leaders.
