【摘要】：隨著氣候變暖問題日益嚴(yán)重,給人類社會(huì)的可持續(xù)發(fā)展帶來了巨大的挑戰(zhàn)。大氣污染、臭氧空洞、全球變暖等環(huán)境問題正在蔓延,低碳經(jīng)濟(jì)作為一種新型的經(jīng)濟(jì)發(fā)展理念,對(duì)于解決氣候問題和資源短缺問題至關(guān)重要,也是實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展與資源環(huán)境保護(hù)雙贏的必然選擇。倡導(dǎo)低消耗、低排放,節(jié)約能源,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),加強(qiáng)生態(tài)保護(hù)和建設(shè),正越來越引起世界各國的關(guān)注和重視。黑龍江省雖然是工業(yè)大省,更是能源和資源的生產(chǎn)基地,但是傳統(tǒng)的經(jīng)濟(jì)增長模式帶來的負(fù)面影響是比較明顯的,能源和產(chǎn)業(yè)結(jié)構(gòu)不合理、較高的碳排放、資金投入的不足、以及低碳技術(shù)相對(duì)滯后等,是造成經(jīng)濟(jì)增長方式落后局面的原因,應(yīng)該通過政府行為來引導(dǎo)黑龍江省經(jīng)濟(jì)的可持續(xù)發(fā)展。在新的全球經(jīng)濟(jì)發(fā)展形勢(shì)下,黑龍江省具有全國獨(dú)一無二的低碳經(jīng)濟(jì)優(yōu)勢(shì),在全國乃至全球生態(tài)環(huán)境保護(hù)和氣候變化調(diào)節(jié)方面發(fā)揮著舉足輕重的作用,對(duì)于推進(jìn)黑龍江省生態(tài)文明建設(shè)具有實(shí)踐意義。 論文以黑龍江省在發(fā)展低碳經(jīng)濟(jì)中的政府行為作為切入點(diǎn),分別闡述了政府行為在法律、政策、經(jīng)濟(jì)和社會(huì)等方面存在的問題,通過借鑒國內(nèi)外的發(fā)展經(jīng)驗(yàn)并結(jié)合我省自然因素、社會(huì)經(jīng)濟(jì)現(xiàn)有狀況,運(yùn)用有關(guān)數(shù)據(jù)和圖表對(duì)政府發(fā)展低碳經(jīng)濟(jì)的現(xiàn)狀進(jìn)行說明和分析。以定性分析為主,對(duì)我省發(fā)展低碳經(jīng)濟(jì)中政府行為存在問題、制約因素、問題產(chǎn)生的原因進(jìn)行研究,應(yīng)用到實(shí)證分析、規(guī)范分析以及兩者相結(jié)合的方法,從經(jīng)濟(jì)政策、行政效率、監(jiān)督體系及相關(guān)法律法規(guī)等幾個(gè)方面對(duì)黑龍江省促進(jìn)低碳經(jīng)濟(jì)發(fā)展進(jìn)行全面系統(tǒng)地分析,得出了在構(gòu)建黑龍江省低碳經(jīng)濟(jì)政策系統(tǒng)中的政府行為對(duì)策,既要完善發(fā)展低碳經(jīng)濟(jì)的法律法規(guī)制度體系,又要優(yōu)化低碳經(jīng)濟(jì)能源和產(chǎn)業(yè)結(jié)構(gòu),合理制定有效的低碳激勵(lì)政策,不斷提高政府部門的行政效率,推進(jìn)低碳經(jīng)濟(jì)的管理體系創(chuàng)新等,為政府決策提供了較為完善和切實(shí)可行的低碳經(jīng)濟(jì)發(fā)展新思路。
[Abstract]:With the increasingly serious problem of global warming, it brings great challenges to the sustainable development of human society. Air pollution, ozone hole, global warming and other environmental problems are spreading. Low-carbon economy as a new concept of economic development, It is very important to solve the problem of climate and shortage of resources, and it is also the inevitable choice to realize the win-win situation between economic development and resource and environment protection. It advocates low consumption, low emission, saving energy, optimizing industrial structure, strengthening ecological protection and construction. Heilongjiang Province is an industrial province and a production base of energy and resources, but the negative impact brought by the traditional economic growth model is quite obvious. Unreasonable energy and industrial structure, high carbon emissions, insufficient capital input, and relatively low carbon technology are the reasons for the backward economic growth pattern. The sustainable development of Heilongjiang Province's economy should be guided by government actions. Under the new global economic development situation, Heilongjiang Province has a unique low-carbon economic advantage in the country. It plays an important role in national and even global ecological environment protection and climate change regulation, and has practical significance for promoting the construction of ecological civilization in Heilongjiang Province. This paper takes the government behavior in the development of low-carbon economy in Heilongjiang Province as the starting point, and expounds the problems of government behavior in the aspects of law, policy, economy and society respectively. By referring to the development experience at home and abroad, combining with the natural factors of our province and the existing situation of social economy, using relevant data and charts to explain and analyze the present situation of the government's development of low-carbon economy, this paper mainly focuses on qualitative analysis. This paper studies the problems, restrictive factors and causes of government behavior in developing low-carbon economy in our province, and applies them to the empirical analysis, normative analysis and the method of combining the two, from the economic policy, administrative efficiency, The supervision system and related laws and regulations are analyzed comprehensively and systematically to promote the development of low carbon economy in Heilongjiang Province, and the government behavior countermeasures in constructing the low carbon economy policy system of Heilongjiang Province are obtained. We should not only perfect the system of laws and regulations for the development of low-carbon economy, but also optimize the energy and industrial structure of low-carbon economy, rationally formulate effective low-carbon incentive policies, and continuously improve the administrative efficiency of government departments. To promote the innovation of management system of low carbon economy, it provides a more perfect and feasible new idea for government decision making.
