【摘要】：2014年12月24日的常務(wù)會上,李克強表示,保障和改善殘疾人民生活,使他們安居樂業(yè),是“社會文明進步的標志”,政府要補上殘疾人事業(yè)發(fā)展這塊“短板”。我國社會事業(yè)本身屬于“短板”,而殘疾兒童是困難群體中的困難群體,是“短板”中的“短板”。理論上,康復(fù)效果最顯著的是6歲以下的殘疾兒童,其恢復(fù)效果對社會最有價值。在殘疾兒童成長發(fā)展過程中,康復(fù)是他們的第一需求,是幫助其恢復(fù)功能,改善民主自由狀態(tài),實現(xiàn)自立的重要途徑。但現(xiàn)實是,殘疾兒童康復(fù)進程中存在各種著社會保障問題,具體體現(xiàn)在經(jīng)濟保障方面、服務(wù)保障方面以及精神保障方面。本文試圖運用“社會保障三個層次”的理論來進行殘疾兒童康復(fù)研究。論文以東莞市為例,通過訪談、實地觀察、文獻收集等方法搜集資料,在對東莞市殘疾兒童康復(fù)相關(guān)政策現(xiàn)狀與社會保障現(xiàn)狀進行歸納的基礎(chǔ)上,指出影響殘疾兒童康復(fù)進程中社會保障的問題并提出相關(guān)的解決對策。通過研究發(fā)現(xiàn),東莞市殘疾兒童康復(fù)中,主要存在以下三方面的社會保障問題：一、經(jīng)濟保障水平偏低,覆蓋面較窄；二、服務(wù)保障投入不足,無法滿足殘疾兒童康復(fù)需求；三、精神保障重視不夠,造成殘疾兒童及其家庭成員的情感缺失。并有針對性地提出解決殘疾兒童康復(fù)中社會保障問題的治理對策,包括凸顯殘疾兒童康復(fù)需求,健全殘疾兒童康復(fù)經(jīng)濟福利制度；明確政府角色,完善殘疾兒童康復(fù)的服務(wù)保障方式；優(yōu)化社會發(fā)展環(huán)境,滿足殘疾兒童康復(fù)的精神需求。

The social undertakings in our country belong to the "short board", while the disabled children are the difficult group among the disadvantaged groups and the "short board" in the "short board". The most significant effect of rehabilitation is for disabled children under 6 years of age, whose recovery effect is most valuable to society. In the process of development and development of children with disabilities, rehabilitation is their first need to help them restore their functions and improve the state of democracy and freedom. An important way to achieve self-reliance... But the reality is that there are various social security problems in the process of rehabilitation of children with disabilities, which are reflected in economic security, This paper attempts to use the theory of "three levels of social security" to carry out rehabilitation research of disabled children. This paper takes Dongguan City as an example to collect data through interviews, field observation, literature collection, etc. On the basis of summing up the status quo of rehabilitation policies and social security of disabled children in Dongguan City, this paper points out the problems affecting the social security in the process of rehabilitation of disabled children and puts forward the relevant solutions. In the rehabilitation of disabled children in Dongguan, there are three main social security problems as follows: first, low level of economic security and narrow coverage; second, insufficient investment in service security, unable to meet the rehabilitation needs of disabled children; third, Inadequate attention to mental security, resulting in the emotional loss of children with disabilities and their families... and targeted measures to address social security issues in the rehabilitation of children with disabilities, including highlighting the rehabilitation needs of children with disabilities, Improve the economic welfare system of rehabilitation for disabled children; clarify the role of the government and improve the service security mode for rehabilitation of disabled children; optimize the social development environment to meet the spiritual needs of rehabilitation of children with disabilities.
