【摘要】：中國(guó)作為統(tǒng)一多民族國(guó)家,各少數(shù)民族自古以來(lái)對(duì)維護(hù)國(guó)家安全和社會(huì)穩(wěn)定做出貢獻(xiàn),但歷史遺留下的民族問(wèn)題也較為突出和復(fù)雜。中國(guó)共產(chǎn)黨成立后根據(jù)革命形勢(shì)的發(fā)展及實(shí)踐與認(rèn)識(shí)的深化就國(guó)內(nèi)民族問(wèn)題在制度創(chuàng)制上進(jìn)行獨(dú)立的理論探索與實(shí)踐。中華人民共和國(guó)的成立確立了民族區(qū)域自治制度推向全國(guó)進(jìn)而成為基本政治制度提供政治場(chǎng)域,建構(gòu)民族關(guān)系團(tuán)結(jié)互助的新價(jià)值導(dǎo)向的民族制度成為國(guó)家頂層設(shè)計(jì)的歷史必然。最終在1949年中國(guó)確立民族區(qū)域自治制度。此后這一制度在實(shí)踐基礎(chǔ)上逐漸規(guī)范和完善,并于1954年正式載入憲法,成為指導(dǎo)我國(guó)處理民族相關(guān)事務(wù)與問(wèn)題的一項(xiàng)基本政治制度,為民族自治地方建設(shè)與民族關(guān)系和諧搭建制度規(guī)范。
[Abstract]:As a unified and multi-ethnic country, China's ethnic minorities have made contributions to safeguarding national security and social stability since ancient times. After the founding of the Communist Party of China, according to the development of the revolutionary situation and the deepening of practice and understanding of the national problems in the system of independent theoretical exploration and reality. The founding of the people's Republic of China established the system of regional national autonomy for the whole country and thus became the political arena for the basic political system. The construction of a new value-oriented national system of ethnic relations and mutual assistance became the historical necessity of the top level design of the country. Finally, China established the system of regional national autonomy in 1949. Since then, this system has been gradually standardized and perfected on the basis of practice. In 1954, it was formally enshrined in the Constitution, which became a basic political system to guide our country to deal with related affairs and problems of ethnic groups, and set up institutional norms for the construction of national autonomous areas and the harmony of ethnic relations.
