【摘要】：海洋觀念是人類海洋實(shí)踐活動(dòng)的先導(dǎo)。從“興漁鹽之利,通舟揖之便”的古代傳統(tǒng)海洋觀,經(jīng)“閉關(guān)鎖國(guó)”畏懼海洋的心態(tài),乃至當(dāng)今我國(guó)“實(shí)施海洋開(kāi)發(fā)”的開(kāi)放姿態(tài),我國(guó)海洋價(jià)值觀經(jīng)歷了一個(gè)曲折發(fā)展的歷程。2012年我國(guó)政府在南海設(shè)立三沙市,對(duì)西沙群島、中沙群島、南沙群島的島礁及其海域?qū)嵤┕茌?彰顯了海島行政管理在海洋權(quán)益爭(zhēng)端中的重要作用,也充分表明了我國(guó)政府對(duì)海島行政價(jià)值觀的科學(xué)認(rèn)知。然而國(guó)內(nèi)對(duì)海島行政價(jià)值觀的研究還十分匱乏,進(jìn)一步加強(qiáng)對(duì)我國(guó)南海海島行政價(jià)值觀研究并在此基礎(chǔ)上總結(jié)其發(fā)展的規(guī)律與趨勢(shì)對(duì)我國(guó)采取新的海洋行政實(shí)踐活動(dòng)具有重要的指導(dǎo)意義。本文在運(yùn)用比較分析法的基礎(chǔ)上,以國(guó)內(nèi)外行政價(jià)值觀研究成果為基礎(chǔ),借鑒西方發(fā)達(dá)國(guó)家海洋價(jià)值觀研究的典型經(jīng)驗(yàn),對(duì)海島行政價(jià)值觀的含義、特征、具體表現(xiàn)形式及其體系等內(nèi)容做出界定。同時(shí)運(yùn)用文獻(xiàn)分析法對(duì)新中國(guó)成立以來(lái)南海海島行政實(shí)踐活動(dòng)作出梳理,總結(jié)不同階段海島行政價(jià)值觀的內(nèi)涵與狀況,并深入分析其價(jià)值觀演變的規(guī)律與影響因素。結(jié)合三沙市的設(shè)立進(jìn)行案例分析,提出引導(dǎo)南海海島行政價(jià)值觀演變的引導(dǎo)策略,為我國(guó)實(shí)施南海海島行政管理行為提供認(rèn)知和思想武器。全文共分為六個(gè)部分:第一部分為緒論:圍繞海島行政價(jià)值觀,主要介紹了文章的研究背景與研究意義,以及國(guó)內(nèi)外的相關(guān)研究綜述。第二部分為海島行政價(jià)值觀的理論研究:評(píng)析現(xiàn)有的相關(guān)概念,嘗試界定海島行政價(jià)值觀的內(nèi)涵。研究海島行政價(jià)值觀的特征、形成機(jī)理及其體系等,系統(tǒng)總結(jié)海島行政管理獨(dú)特的功能、意義,探索海島行政價(jià)值觀的研究范式。第三部分為南海海島行政價(jià)值觀演進(jìn):通過(guò)搜集我國(guó)近現(xiàn)代社會(huì)的相關(guān)歷史文獻(xiàn)進(jìn)行分析,以改革開(kāi)放為節(jié)點(diǎn),將其劃分為改革開(kāi)放前的南海海島行政價(jià)值觀和改革開(kāi)放以來(lái)南海海島行政價(jià)值觀。通過(guò)對(duì)不同時(shí)期海島行政典型事件的剖析,總結(jié)我國(guó)南海海島行政價(jià)值觀所呈現(xiàn)出來(lái)的基本內(nèi)容、態(tài)勢(shì)和規(guī)律。第四部分為南海海島行政價(jià)值觀演變的理論分析:通過(guò)梳理南海海島行政價(jià)值觀的發(fā)展史,總結(jié)南海海島行政價(jià)值觀演變的規(guī)律并深入分析引起價(jià)值觀演變的內(nèi)外在動(dòng)力因素。第五部分以三沙為例分析南海海島行政價(jià)值觀的演變:通過(guò)搜集關(guān)于三沙市行政建置的相關(guān)政策文本,剖析我國(guó)設(shè)立三沙市的行政價(jià)值,解讀我國(guó)政府實(shí)施行政行為背后的態(tài)度、觀念等認(rèn)知體系。第六部分為南海海島行政價(jià)值觀演變的引導(dǎo)策略:結(jié)合新中國(guó)成立以來(lái)南海海島行政價(jià)值觀的發(fā)展與三沙市的成立,嘗試提出南海海島行政價(jià)值觀發(fā)展的引導(dǎo)策略,為我國(guó)實(shí)施南海行政行為提供建議。
[Abstract]:The idea is to guide human practice. From the "ocean fisheries and salt Lee, through the ship, then" the traditional view of the ocean, the ocean "Seclusion" fear mentality, and even today in our country "development" open attitude, value of China Sea view has experienced a tortuous development process.2012 the Chinese government in the South China Sea, set up three Shashi, on Paracel Islands, the Zhongsha Islands, islands and surrounding waters of Spratly Islands under the jurisdiction of the implementation, to highlight the important role of the administrative management in maritime rights disputes, has fully demonstrated the scientific cognition of our government on the island of administrative values. However the research on the administrative values of the island there is a paucity of research, to further strengthen the concept and trend on the basis of summing up its development to China's marine administrative practice activities in the South China Sea Island has administrative value in China An important guiding significance. This paper uses comparative analysis method on the basis of the domestic and foreign administrative values based on the research results, from the typical experience of western developed countries to study marine values, on the island of administrative value meaning, characteristics, forms and contents of system definition. At the same time by using the methods of literature analysis make the South China Sea Islands and the administrative practice of Chinese established since the new comb, summarize the connotation of island administrative values in different stages and status, and in-depth analysis of factors influencing the evolution rule and its values. With the establishment of three Shashi case analysis, proposed to guide the evolution of the South China Sea Islands and administrative value guide strategy for the implementation of the South China Sea Island administration the management of China's cognitive and ideological weapon. The text is divided into six parts: the first part is the introduction: around the island of administrative values, are introduced The research background and significance, and the related research at home and abroad. The third part is the South China Sea Islands administrative value evolution: through the analysis of the relevant historical literature in Chinese modern society, reform and opening up as the node, which is divided into the concept of administrative value since the South China Sea Islands and South China Sea Islands and administrative value before the reform and opening up and reform and opening up through the analysis of different periods. The island administrative typical event, summarize the basic content of the South China Sea Islands administrative values of our country's show, trend and regularity. The sixth part concept evolution of the guiding strategy for the South China Sea Island administrative value: with the establishment and development of the South China Sea since the island administrative values and established three Shashi new Chinese the South China Sea Islands, try to put forward the administrative values to guide the development strategies, to provide suggestions for the implementation of the administrative behavior of South China.
