【摘要】：中小企業(yè)是我國國民經(jīng)濟(jì)和社會(huì)發(fā)展的重要力量。促進(jìn)中小企業(yè)發(fā)展,是保持國民經(jīng)濟(jì)平穩(wěn)較快發(fā)展的重要基礎(chǔ),是關(guān)系民生和社會(huì)穩(wěn)定的重大戰(zhàn)略任務(wù)。就經(jīng)濟(jì)基礎(chǔ)相對(duì)薄弱的安徽省而言,中小企業(yè)的崛起為全省經(jīng)濟(jì)的發(fā)展做出了不可估量的貢獻(xiàn),為解決省內(nèi)就業(yè)問題、提高全省的科技創(chuàng)新能力也有著巨大的作用。但近年來,受錯(cuò)綜復(fù)雜的國際、國內(nèi)經(jīng)濟(jì)環(huán)境變化影響,中小企業(yè)的生存發(fā)展也是舉步維艱,而政府的政策偏向于大企業(yè),對(duì)中小企業(yè)的引導(dǎo)政策和扶植服務(wù)仍存缺陷與不足,有待進(jìn)一步的完善。合肥高新區(qū)作為安徽省創(chuàng)新創(chuàng)業(yè)的最佳集聚地,其區(qū)域內(nèi)的中小企業(yè)數(shù)量類型多、經(jīng)濟(jì)體量大、特征特色全。而合肥高新區(qū)在扶植引導(dǎo)中小企業(yè)發(fā)展方面,也有著配套銜接性強(qiáng)、創(chuàng)新舉措多、扶植資金總量大、服務(wù)方式全面的特點(diǎn)。因此,加強(qiáng)對(duì)合肥高新區(qū)扶植引導(dǎo)中小企業(yè)發(fā)展措施的研究和分析,對(duì)全省乃至全國扶植中小企業(yè)發(fā)展政策的制定都有較強(qiáng)的先行先試和指導(dǎo)借鑒意義。結(jié)合黨的十八屆三中全會(huì)精神以及合肥市提出的“1+3+5”扶持政策體系,合肥高新區(qū)不斷調(diào)整、豐富區(qū)域中小企業(yè)發(fā)展扶植舉措,同時(shí)制定了《合肥高新區(qū)促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型發(fā)展若干政策措施》(簡稱“2+2”扶植政策體系)。近一年來,“2+2”扶植政策與服務(wù)中小企業(yè)發(fā)展的具體措施取得了一定成效,但總體上看扶持引導(dǎo)措施功效仍未充分發(fā)揮。為此,本文回望了合肥高新區(qū)中小企業(yè)的發(fā)展歷程,介紹了高新區(qū)政府扶植引導(dǎo)發(fā)展中小企業(yè)的具體政策與措施,分析了政策措施的實(shí)際效用與存在問題,針對(duì)存在問題重點(diǎn)提出了自己的觀點(diǎn)和對(duì)策。全文研究重點(diǎn)是從政策導(dǎo)向、土地供給、融資支持、人才協(xié)管、激勵(lì)創(chuàng)新、品牌建設(shè)六大方面進(jìn)一步完善、健全服務(wù)中小企業(yè)發(fā)展的政策與措施。從而,改善中小企業(yè)經(jīng)營環(huán)境,堅(jiān)定中小企業(yè)發(fā)展信心,幫助中小企業(yè)克服困難,轉(zhuǎn)變發(fā)展方式,實(shí)現(xiàn)又好又快發(fā)展。
[Abstract]:Small and medium-sized enterprises are an important force in the economic and social development of our country. To promote the development of small and medium-sized enterprises is an important basis for maintaining a steady and rapid development of the national economy. It is a major strategic task related to people's livelihood and social stability. With regard to Anhui Province, where the economic base is relatively weak, the rise of small and medium-sized enterprises has made inestimable contributions to the economic development of the province and has contributed incalculably to solving the employment problem in the province. Improving the ability of science and technology innovation in the whole province also plays a great role. But in recent years, due to the complex changes in the international and domestic economic environment, the survival and development of small and medium-sized enterprises are also very difficult, and the government policy is biased towards large enterprises. The guiding policies and support services for small and medium-sized enterprises still have defects and deficiencies, which need to be further improved. As the best gathering place for innovation and entrepreneurship in Anhui Province, Hefei High-tech Zone has a large number of small and medium-sized enterprises and a large number of economic bodies. The characteristics of Hefei High-Tech Zone are complete. In fostering and guiding the development of small and medium-sized enterprises, Hefei High-Tech Zone also has the characteristics of strong supporting convergence, more innovative measures, large amount of fostering funds, and comprehensive service mode. To strengthen the research and analysis of the measures to foster and guide the development of small and medium-sized enterprises in Hefei High-tech Zone, It is of great significance for the whole province and even the whole country to formulate the policy of fostering the development of small and medium-sized enterprises. It is of great significance to try and guide the development policy of the small and medium-sized enterprises in the whole province, combining the spirit of the third Plenary session of the 18 Central Committee of the CPC and the "135" support policy system proposed by Hefei City. Hefei Hi-tech Development Zone is constantly adjusting to enrich the measures for the development of small and medium-sized enterprises in the region. At the same time, some policies and measures for promoting the industrial transformation and development in Hefei High-tech Zone (abbreviated as "22") have been formulated. In the past year, the "22" support policy and the specific measures to serve the development of small and medium-sized enterprises have achieved certain results. But on the whole, the effect of supporting and guiding measures has not been brought into full play. Therefore, this paper reviews the development course of small and medium-sized enterprises in Hefei High-tech Zone, and introduces the specific policies and measures of the government of high-tech zones to support and guide the development of small and medium-sized enterprises. This paper analyzes the actual utility and existing problems of policies and measures, and puts forward its own viewpoints and countermeasures in view of the existing problems. The main points of this paper are policy orientation, land supply, financing support, talent management, incentive and innovation. To further improve and improve the policies and measures to serve the development of small and medium-sized enterprises in six major aspects of brand building. Thus, to improve the operating environment of small and medium-sized enterprises, to strengthen their confidence in the development of small and medium-sized enterprises, to help them overcome difficulties, and to change their development mode. To achieve good and rapid development.
