【摘要】：重慶市位于長江上游,是我國經濟快速發(fā)展的東部和擁有豐富自然資源的西部的結合之地,其特殊的生態(tài)區(qū)位對整個長江流域以及我國生態(tài)安全具有重要意義。合川區(qū),地處重慶市西北部,是重慶六大衛(wèi)星城市之一、重慶的城市拓展新區(qū)。三江匯流的重慶市合川區(qū)依水而居、因水而榮,當前在加強生態(tài)文明建設的戰(zhàn)略背景下,該區(qū)提出了以打造“水韻合川”為目標,大力建設生態(tài)文明城市,致力于生態(tài)治理和生態(tài)文明建設。政策執(zhí)行力是任何公共政策能否得以貫徹落實的關鍵,其強弱不僅關系到政策目標的順利實現,也關系到政府形象和政府公信力,提升重慶市合川區(qū)生態(tài)治理中政府政策執(zhí)行力就顯得至關重要。目前重慶市合川區(qū)政府的政策執(zhí)行力還存在一些尚需改善的地方。本文嘗試以合川區(qū)政府為評估對象,對其在生態(tài)治理中的政策執(zhí)行力作出評估,作為政府生態(tài)治理政策執(zhí)行力提升的依據,重點闡述了以下內容:整篇論文分為6個部分。第一部分闡述本論文提出問題的研究背景和研究意義、國內外研究現狀、論文的基本框架內容和方法以及本文可能出現的創(chuàng)新和可供借鑒的地方。并詳細分析了生態(tài)治理和政策執(zhí)行力等的相關概念,概述政府政策執(zhí)行力的相關理論。第二部分對重慶市合川區(qū)生態(tài)治理中政府政策執(zhí)行力提升的必要性進行分析和闡述。第三部分根據評價對象和影響因素的分析,參考借鑒魏紅英提出的公共政策評價指標體系,對其進行了修改,可運用于生態(tài)治理政策的評價。將政策執(zhí)行力分為五個維度——執(zhí)行主體運行力、執(zhí)行制度約束力、執(zhí)行資源調配力、執(zhí)行環(huán)境支持力和執(zhí)行效力,逐步細分,構建一個評價指標體系,并確定各指標的權重。再針對政府公務人員以及社會公眾為樣本設計和發(fā)放不同調查問卷,并對問卷的信度和效度進行檢驗,最后根據采集的數據分析生態(tài)治理中重慶市合川區(qū)政府政策執(zhí)行力評價結果。第四部分是根據第四章調查問卷所收集數據的分析結果以及相關理論的綜合分析,剖析重慶市合川區(qū)在生態(tài)治理中政府政策執(zhí)行力存在的問題并分析其原因。第五部分結合重慶市合川區(qū)生態(tài)治理中政府政策執(zhí)行力的實證分析結果,從優(yōu)化政府的政策執(zhí)行主體行為、加強政策執(zhí)行制度建設、改善政策執(zhí)行環(huán)境以及加強政策執(zhí)行資源建設等方面提出合川區(qū)生態(tài)治理中政府政策執(zhí)行力提升的策略。第六部分對論文的研究結論和不足進行分析總結,并對生態(tài)治理中政府政策執(zhí)行力的研究方向進行展望。
[Abstract]:Chongqing, located in the upper reaches of the Yangtze River, is a combination of the rapid economic development in the eastern part of China and the western region with rich natural resources. Its special ecological location is of great significance to the whole Yangtze River basin and the ecological security of our country. Located in the northwest of Chongqing, it is one of the six major satellite cities in Chongqing, and Chongqing's new urban development area. The Chongqing Hechuan District, where the three rivers converge, lives in accordance with the water and is proud of the water. At present, under the strategic background of strengthening the construction of ecological civilization, The region put forward the goal of creating "water rhyme and river", vigorously constructing ecological civilization city, devoting itself to ecological governance and ecological civilization construction. The key to whether any public policy can be carried out or not is the executive power of the policy. Its strength is not only related to the smooth realization of policy objectives, but also to the image of the government and the credibility of the government. It is very important to improve the government's policy execution ability in the ecological governance of Hechuan District of Chongqing. At present, there are still some areas that need to be improved in the policy execution ability of the Chongqing Hechuan District Government. This paper attempts to take the Hechuan District Government as the evaluation object. To evaluate the policy implementation ability in ecological governance, as the basis for the improvement of government ecological governance policy implementation, The main contents are as follows: the whole paper is divided into six parts. The first part describes the research background and significance of the questions raised in this paper, the current research situation at home and abroad. The contents and methods of the basic framework of the paper, as well as the possible innovations and areas for reference in this paper, and the relevant concepts of ecological governance and policy implementation are analyzed in detail. The second part analyzes and expounds the necessity of improving the executive power of government policy in the ecological governance of Hechuan District of Chongqing Municipality. The third part is based on the analysis of the evaluation object and the influencing factors. Referring to the evaluation index system of public policy put forward by Wei Hongying, the author modifies it and applies it to the evaluation of ecological governance policy. Implementation of resource allocation, implementation of environmental support and effectiveness, step by step subdivision, construction of an evaluation index system, and determination of the weights of each index. Then, different questionnaires are designed and distributed for the sample of government officials and the public. The reliability and validity of the questionnaire were tested. Finally, according to the collected data, this paper analyzes the evaluation results of the government policy execution ability of Chongqing Hechuan District in ecological governance. The 4th part is based on the analysis results of the data collected by the questionnaire in Chapter 4th and the comprehensive analysis of relevant theories. This paper analyzes the problems existing in the government policy execution in the ecological governance of Hechuan District of Chongqing and its causes. 5th part combines with the empirical analysis results of the government policy execution ability in the ecological governance of Chongqing Hechuan District. In order to optimize the government's behavior of policy enforcement subject and strengthen the construction of policy implementation system, In the aspects of improving the environment of policy implementation and strengthening the construction of resources for policy implementation, the paper puts forward the strategies of improving the government's policy execution ability in ecological governance of Hechuan District. Part 6th analyzes and summarizes the conclusions and shortcomings of the paper. The research direction of government policy execution in ecological governance is prospected.
