【摘要】：群體問(wèn)題是治理的對(duì)象,它主要通過(guò)市場(chǎng)、政府或自組織三種途徑獲得解決。在治理中,市場(chǎng)賦予每一個(gè)體捍衛(wèi)自身利益的機(jī)會(huì),但其正常運(yùn)行離不開(kāi)外部條件的保障;政府可充當(dāng)凝聚個(gè)體利益的公共利益的捍衛(wèi)者,但并不具備最大化公共利益的充分能力;盡管自組織可在群體合作中為每個(gè)成員提供捍衛(wèi)自身利益的機(jī)會(huì),但卻在應(yīng)用范圍等方面存在缺陷。這表明親市場(chǎng)理論、親政府理論和自組織理論都難以總是指導(dǎo)群體行動(dòng)取得最佳結(jié)果,客觀上產(chǎn)生了對(duì)它們進(jìn)行統(tǒng)構(gòu)的需求。由前治理理論統(tǒng)構(gòu)而成的治理理論,追求在以公共利益為導(dǎo)向的群體事務(wù)合作框架中讓盡可能多的個(gè)體獲得捍衛(wèi)自身利益的機(jī)會(huì)。
[Abstract]:The group is the object of governance, it is mainly through the market, three way of government or self organization resolved. In governance, the market to give each individual the opportunity to defend their own interests, but the normal operation cannot do without the support of external conditions; the government can act as defenders of cohesion of individual interests and public interest, but the full capacity does not have the public interest maximization; although self organization can provide opportunities to defend their own interests for each member in the group cooperation, but in the aspect of the application scope of defects. This shows that the pro market theory, government power theory and self organization theory to guide the group action always get the best results, objectively produced the constitutive requirements for them. The theory of governance by governance theory formation and pursuit in the group affairs cooperation framework to the public interest oriented to individuals acquire as much as possible An opportunity to defend your own interests.
