【摘要】：正近年來,我國PPP(公私合作模式)呈現(xiàn)快速發(fā)展趨勢,對推動基礎(chǔ)設(shè)施建設(shè)、提升公共服務(wù)水平、穩(wěn)定經(jīng)濟運行,發(fā)揮了積極作用。但值得警惕的是,一些地方思想觀念和認(rèn)識不到位,沒有將PPP作為一種新的治理工具,仍然停留在原有的管控思維和行為方式上;一些地方應(yīng)對這一新事物的能力欠缺、經(jīng)驗不足,相關(guān)法律、制度以及配套措施不健全,在推行PPP中出現(xiàn)了異化現(xiàn)象。一是將PPP異化為一種融資
[Abstract]:In recent years, China's PPP (public-private partnership model) has shown a rapid development trend, which has played a positive role in promoting infrastructure construction, improving the level of public services, and stabilizing the economic operation. Some local ideas and understanding are not in place, not as a new governance tool, still remain in the original control of thinking and behavior; some local capacity to deal with this new thing, lack of experience, relevant laws, The imperfect system and supporting measures have resulted in alienation in the implementation of PPP. One is to dissimilate PPP into a kind of financing.
