【摘要】:黨的十八大召開后,中共中央總書記、國(guó)家主席、中央軍委主席習(xí)近平同志,提出并深刻闡述了實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)。當(dāng)前,我國(guó)社會(huì)經(jīng)濟(jì)呈現(xiàn)出非常顯著特征,正處于“三期”疊加時(shí)期,即增長(zhǎng)速度進(jìn)入換擋期、結(jié)構(gòu)調(diào)整面臨陣痛期、前期刺激政策消化期。正是這樣的大環(huán)境下,“十八大”后黨中央提出了改革開放再出發(fā)、深化改革、擴(kuò)大開放新方略,重新定位經(jīng)濟(jì)發(fā)展“新常態(tài)”。如何實(shí)現(xiàn)我國(guó)經(jīng)濟(jì)超高速增加向更加注重質(zhì)量和平穩(wěn)的增長(zhǎng)轉(zhuǎn)變,實(shí)現(xiàn)“軟著陸”,困難重重,任務(wù)艱巨。但必須看到,一些地方和部門對(duì)抓落實(shí)的認(rèn)識(shí)還有偏差、作風(fēng)不夠扎實(shí)。重布置、輕落實(shí),有令不行、有禁不止,推諉扯皮、敷衍塞責(zé)等現(xiàn)象時(shí)有發(fā)生。選擇性執(zhí)行、象征性落實(shí)等問(wèn)題不同程度存在,督促檢查工作重要性日益凸顯?h級(jí)政府處于中央到地方的承上啟下的關(guān)鍵位置,歷經(jīng)數(shù)十年發(fā)展,我國(guó)縣級(jí)政務(wù)督查工作從無(wú)到有,從弱到強(qiáng),從虛到實(shí),已取得長(zhǎng)足的進(jìn)步和成績(jī)。我國(guó)各級(jí)政府通過(guò)不斷的摸索,目前,已初步形成了獨(dú)具我國(guó)特色,有與西方發(fā)達(dá)國(guó)家諸多優(yōu)點(diǎn)的政務(wù)督查工作體系。在取得階段性成績(jī)的同時(shí),我們也應(yīng)該清醒看到,我國(guó)的政務(wù)督查工作,還存在諸多薄弱環(huán)節(jié),還存在一些不足。特別是最基層的縣級(jí)政府的督查工作,作用和位置很關(guān)鍵,但還存在著諸多問(wèn)題。作為貫徹落實(shí)黨和國(guó)家政府、方針的一線部門,與其擔(dān)負(fù)的使命和責(zé)任還存在著一定差距。政務(wù)督查工作水平的高低、執(zhí)行的是否深入,關(guān)系到民心向背、人民福祉。同時(shí),也決定了黨中央政府政策是否能真正在地方的得到貫徹。本文采用了實(shí)證案例的研究手法,選取C市市中心城區(qū)Y區(qū)為案例,從個(gè)別到一般、從實(shí)證到理論,分析研究了縣級(jí)政府督查工作中的不足和差距。圍繞如何破解地方政府政務(wù)督查的梗阻,打通與群眾的“最后一公里”,嘗試提出一些加強(qiáng)和完善政務(wù)督查工作的對(duì)策措施。
[Abstract]:After the 18 National Congress of the Party Comrade Xi Jinping General Secretary of the CPC Central Committee President of the State and Chairman of the Central military Commission proposed and profoundly expounded Chinese Dream who realized the great rejuvenation of the Chinese nation. It is now in the period of "three periods" superposition, that is, the growth rate enters the shift period, the structural adjustment is faced with a painful period, and the pre-stimulus policy is digested. It is precisely under such an environment that the Central Committee of the Party put forward the reform and opening up after the "18 National Congress" to deepen the reform and opening up. To expand the new strategy of opening up and reposition the "new normal" in economic development. How to realize the transformation of our country's super-high speed economic growth to a more quality-oriented and steady growth and achieve a "soft landing" will be difficult and arduous. Some localities and departments still have deviations in their understanding of implementation, and their style of work is not down-to-earth. Heavy arrangement, light implementation, no order, no prohibition, prevarication, perfunctory and other phenomena occur from time to time. Selective execution occurs. Problems such as symbolic implementation exist in varying degrees, and the importance of supervision and inspection is becoming increasingly prominent. County governments are in a key position from the central government to the local authorities. After decades of development, our county-level government supervision and inspection work has grown from nothing. From weak to strong, from hypocrisy to reality, great progress has been made and achievements have been made. Through constant exploration, our governments at all levels have initially formed their own unique characteristics. The system of government affairs supervision and inspection, which has many advantages compared with the western developed countries, should also be soberly aware of the fact that there are still many weak links in our country's government affairs supervision work, while we have made periodic achievements. There are still some shortcomings. Especially, the role and position of the supervision and inspection work of the most basic county-level governments is very important, but there are still many problems. There is still a certain gap between the mission and the responsibility it bears. The level of administrative supervision and the depth of its implementation have a bearing on the people's hearts and minds and the well-being of the people. At the same time, It also determines whether the policies of the Party Central Committee and the government can really be carried out at the local level. This paper adopts the empirical case study technique, and selects Y District of the city center of C City as a case, from individual to general, from empirical to theoretical. This paper analyzes and studies the shortcomings and gaps in the supervision work of county-level governments. It tries to put forward some countermeasures to strengthen and perfect the supervision work of government affairs around how to break the obstruction of the supervision of local government affairs, and how to break through the "last kilometer" between the local governments and the masses.
