【摘要】：2003年,非典大規(guī)模爆發(fā),中國(guó)公共危機(jī)管理進(jìn)入了新的歷史發(fā)展階段。2013年雅安地震,2015年天津?yàn)I海新區(qū)爆炸事件,2016年江蘇龍卷風(fēng)事件,這些由自然災(zāi)害和公共災(zāi)害引起的公共危機(jī)事件給人們的財(cái)產(chǎn)、生產(chǎn)和生活帶來(lái)了極大的損害,擾亂了穩(wěn)定的社會(huì)秩序。公共危機(jī)事件的頻繁發(fā)生,使得公共危機(jī)開始逐漸進(jìn)入人們的視線。危機(jī)的常態(tài)化和形成原因的多元化迫使整個(gè)社會(huì)必須采取有效措施避免危機(jī)的發(fā)生,并且在危機(jī)爆發(fā)后對(duì)其進(jìn)行有效管理,減少損失。隨著網(wǎng)絡(luò)技術(shù)和數(shù)字化技術(shù)的成熟和普及,新媒體在社會(huì)生活的各個(gè)方面被廣泛應(yīng)用。沂年來(lái),政府在公共危機(jī)管理中也開始運(yùn)用新媒體,發(fā)揮它在信息傳播、高度互動(dòng)性和輿論引導(dǎo)方面的獨(dú)特優(yōu)勢(shì),在很大程度上提高了公共危機(jī)管理的效率。但是,政府在運(yùn)用新媒體進(jìn)行公共危機(jī)管理的過(guò)程中,新媒體的特征也給政府帶來(lái)了新的挑戰(zhàn),出現(xiàn)了一系列問(wèn)題,使得新媒體的積極作用沒(méi)有得到充分的發(fā)揮。本文通過(guò)對(duì)公共危機(jī)管理和新媒體的內(nèi)涵與特征,以及新媒體在公共危機(jī)管理中所扮演的角色進(jìn)行梳理,構(gòu)建二者之間的聯(lián)系,發(fā)現(xiàn)新媒體的獨(dú)特優(yōu)勢(shì)。通過(guò)對(duì)現(xiàn)階段公共危機(jī)管理中政府運(yùn)用新媒體的主要形式,以及帶來(lái)的挑戰(zhàn)進(jìn)行深入的探析,找出公共危機(jī)管理中政府運(yùn)用新媒體存在的問(wèn)題以及造成這些問(wèn)題的原因,從而針對(duì)問(wèn)題以及產(chǎn)生問(wèn)題的原因提出相應(yīng)的對(duì)策,提高公共危機(jī)管理中政府運(yùn)用新媒體的能力,提高效率,降低成本。
[Abstract]:On 2003, when SARS broke out on a large scale, China's public crisis management entered a new stage of historical development. The Ya'an earthquake in 2013, the explosion in Tianjin Binhai New area on 2015, and the cyclone incident in Jiangsu in 2015. These public crisis events caused by natural disasters and public disasters have caused great damage to people's property, production and life, and disturbed the stable social order. The normalization of the crisis and the diversification of the causes of the crisis forced the whole society to take effective measures to avoid the crisis and to manage it effectively after the crisis broke out. Reducing losses. With the maturity and popularization of network technology and digital technology, new media have been widely used in all aspects of social life. Since Yilian, the government has also begun to use new media in public crisis management to play its role in the dissemination of information. The highly interactive and unique advantages of public opinion guidance greatly improve the efficiency of public crisis management. However, in the process of using new media for public crisis management, the government, The characteristics of new media have also brought new challenges to the government, and a series of problems have emerged, which make the positive role of new media not be given full play. This paper analyzes the connotation and characteristics of public crisis management and new media. And the role of new media in public crisis management is combed, the relationship between the two is constructed, and the unique advantages of new media are found. In order to find out the problems existing in the use of new media in the management of public crisis and the causes of these problems, the corresponding countermeasures are put forward in view of the problems and the causes of the problems. Improve the ability of government to use new media in public crisis management, improve efficiency and reduce costs.
