【摘要】：社會特性與行政環(huán)境的動態(tài)變遷是政府職能定位與角色調(diào)試的重要考量要素之一。政府基本職能明確定位于經(jīng)濟調(diào)解、市場監(jiān)管、社會管理和公共服務(wù),近些年尤其強調(diào)社會管理和公共服務(wù)這兩項職能。群體性公共危機治理是當(dāng)前我國政府社會管理與公共服務(wù)職能履行的重要領(lǐng)域之一。作為維持經(jīng)濟和社會健康、和諧、有序、理性發(fā)展的基本要求,政府群體性社會公共危機治理多以應(yīng)急為主,忽視危機預(yù)警的優(yōu)越性,導(dǎo)致政府職能履行困境重重,如“全能型”政府束縛治理渠道的拓展,忽視危機預(yù)警階段和預(yù)警信息支付平臺建設(shè),預(yù)案設(shè)計、演練上受到質(zhì)疑等。為此,政府要正視群體性事件預(yù)警管理中的問題和現(xiàn)狀,明晰政府進行群體性事件預(yù)警管理的目標(biāo)。在經(jīng)濟環(huán)境、政治環(huán)境和文化環(huán)境三個視域下政府生態(tài)環(huán)境分析基礎(chǔ)之上,從組織優(yōu)勢、組織劣勢、外部機遇和外部挑戰(zhàn)為主要組成的行政環(huán)境出發(fā),具體進行群體性事件預(yù)警管理中的政府職能轉(zhuǎn)變戰(zhàn)略分析,政府在群體性公共危機預(yù)警戰(zhàn)略指導(dǎo)下采取職能轉(zhuǎn)變的具體策略。 本文采用文獻分析法與實證分析法具體研究了群體性事件管理的政府職能目標(biāo)、群體性事件預(yù)警管理的政府職能問題分析,采用SWOT分析法,具體分析了社會轉(zhuǎn)型過程中政府行政環(huán)境的內(nèi)部優(yōu)勢(S)、劣勢(w)和外部機會(0)及威脅(T)。研究過程主張在優(yōu)勢-機會、優(yōu)勢-威脅、劣勢-機會、劣勢-威脅不同的環(huán)境要素矩陣組合中定位政府群體性事件預(yù)警的不同戰(zhàn)略：SO戰(zhàn)略、ST戰(zhàn)略、0w戰(zhàn)略和OT戰(zhàn)略。政府在進行群體性事件預(yù)警工作中,必須要時時關(guān)注群體性事件發(fā)展的整體態(tài)勢,借鑒系統(tǒng)思維,根據(jù)動態(tài)的環(huán)境變化實行政府群體性事件預(yù)警職能戰(zhàn)略的動態(tài)決策運行機制。最后,就有限政府職能范圍、關(guān)注焦點、作用重心、職能實現(xiàn)主體、技術(shù)和實現(xiàn)機制的轉(zhuǎn)變等方面提出群體性公共危機預(yù)警中政府職能轉(zhuǎn)變的新路徑建議。
[Abstract]:The dynamic change of social characteristics and administrative environment is one of the important factors of government function orientation and role adjustment. The basic functions of government are clearly defined in economic mediation, market supervision, social management and public services. In recent years, special emphasis has been placed on the two functions of social management and public service. The governance of group public crisis is one of the most important areas of government social management and public service. . Harmonious, orderly and rational development of the basic requirements, the government group social public crisis management mostly to emergency, ignoring the superiority of crisis early warning, resulting in the government functions to perform difficulties. Such as "omnipotent" government restrains the development of governance channels, ignoring the crisis early warning stage and early warning information payment platform construction, plan design, drills and so on. The government should face squarely the problems and the present situation in the early warning management of mass incidents, and make clear the target of the early warning management of group incidents in the economic environment. On the basis of the analysis of the ecological environment of the government under the three perspectives of political environment and cultural environment, the administrative environment is mainly composed of organizational advantages, organizational weaknesses, external opportunities and external challenges. Under the guidance of the early warning strategy of group public crisis, the government adopts the specific strategy of function transformation. This article uses the literature analysis method and the empirical analysis method to study the government function goal of the group event management, the government function analysis of the group incident early warning management, and the SWOT analysis method. The paper concretely analyzes the internal advantages of the government administrative environment in the process of social transformation, including the internal advantages, disadvantages and external opportunities, and the threat. The research process advocates the advantage-opportunity, advantage-threat. Inferior-opportunity, inferiority and threat in different environmental element matrix combinations, different strategies of early warning of government group events are located in different strategies: so strategy and St strategy. 0w strategy and OT strategy. The government must always pay attention to the overall situation of the development of group events and draw lessons from the systematic thinking in the early warning of group incidents. According to the dynamic changes of the environment to implement the dynamic decision-making and operation mechanism of the early warning function strategy of government group events. Finally, focus on the limited scope of government functions, focus on the role of focus, function realization of the main body. This paper puts forward a new way to change the government's function in the early warning of group public crisis from the aspects of technology and realization mechanism.
