【摘要】：黨的十八屆三中全會(huì)《關(guān)于全面深化改革若干重大問題的決定》提出完善和發(fā)展中國(guó)特色社會(huì)主義制度,推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化。社會(huì)治理作為國(guó)家治理體系中的重要組成部分,是當(dāng)前我國(guó)全面深化改革的焦點(diǎn)和熱點(diǎn)。從社會(huì)管理到社會(huì)治理,是我國(guó)社會(huì)建設(shè)領(lǐng)域價(jià)值與制度的綜合改革,是社會(huì)建設(shè)理論與實(shí)踐探索中的重大突破。加強(qiáng)對(duì)社會(huì)治理的研究,對(duì)于進(jìn)一步豐富當(dāng)代馬克思主義社會(huì)建設(shè)理論,推進(jìn)馬克思主義中國(guó)化發(fā)展,完善中國(guó)特色社會(huì)主義理論體系具有重要的理論意義和現(xiàn)實(shí)意義。本論文從中國(guó)進(jìn)入新常態(tài)發(fā)展的背景出發(fā),選取公眾參與社會(huì)治理的主題,結(jié)合我國(guó)“五位一體”戰(zhàn)略布局,力圖分析新常態(tài)下社會(huì)治理存在的問題、原因,指出并論述公眾參與社會(huì)治理是新常態(tài)下中國(guó)解放與發(fā)展社會(huì)生產(chǎn)力的內(nèi)在要求與動(dòng)力泉源,提出新常態(tài)下公眾參與社會(huì)治理的理論思路與實(shí)現(xiàn)路徑。
[Abstract]:The decision of the third Plenary session of the 18 CPC Central Committee on comprehensively deepening reform puts forward the idea of perfecting and developing the socialist system with Chinese characteristics. As an important part of the national governance system, social governance is the focus and hot spot of our country's comprehensive deepening reform, from social management to social governance. It is a comprehensive reform of the value and system in the field of social construction in China, and a major breakthrough in the theoretical and practical exploration of social construction. To further enrich the contemporary Marxist theory of social construction and promote the development of Marxism in China. It is of great theoretical and practical significance to perfect the theoretical system of socialism with Chinese characteristics. This paper starts from the background of China's entering the new normal development and selects the theme of public participation in social governance. Combined with the strategic layout of "five in one" in China, this paper tries to analyze the problems and causes of social governance under the new normal state. This paper points out and discusses that public participation in social governance is the internal requirement and source of power for the liberation and development of social productive forces in China under the new normal state, and puts forward the theoretical thinking and realization path of public participation in social governance under the new normal state.
