【摘要】：實(shí)現(xiàn)有效的政府治理,公民參與是必不可少的組成部分和社會(huì)資源。在城市政府層面,公民參與是實(shí)現(xiàn)城市政府有效治理的重要部分。美國(guó)、澳大利亞、英國(guó)等發(fā)達(dá)國(guó)家的一些城市治理中公民參與的案例具有共同特點(diǎn):公民參與有法律基礎(chǔ)和制度保障、有政府的引導(dǎo)作用、參與環(huán)節(jié)和鏈條比較完整、運(yùn)用現(xiàn)代化手段促進(jìn)參與等。在全球化進(jìn)一步發(fā)展的背景和實(shí)現(xiàn)中國(guó)政府治理現(xiàn)代化的目標(biāo)指引下,這些實(shí)踐的共性特征對(duì)于推進(jìn)中國(guó)城市政府治理中的公民參與具有一定借鑒價(jià)值。
[Abstract]:To realize effective government, citizen participation is an essential part and social resource. At the level of city government, citizen participation is an important part of the effective governance of city government. The United States, Australia. Some cases of citizen participation in urban governance in developed countries such as the United Kingdom have common characteristics: citizen participation has legal basis and system guarantee, has the guiding role of government, and the participation links and chains are relatively complete. Under the guidance of the background of the further development of globalization and the goal of realizing the modernization of Chinese government governance, we should promote participation by means of modernization. The common features of these practices have certain reference value for promoting citizen participation in urban governance in China.
