【摘要】：政府購買公共服務(wù)是轉(zhuǎn)變政府職能、讓市場起決定性資源配置作用的重要手段,也是改進(jìn)國家治理的重要途徑。推行政府購買公共服務(wù)改革的最終目標(biāo)是改善公共服務(wù)的提供績效,但能否實(shí)現(xiàn)這樣的目標(biāo),受到諸多因素的影響。早期的研究認(rèn)為,影響政府購買公共服務(wù)績效的主要因素在于所有權(quán)的改變和競爭的引入,而近年來不少研究認(rèn)為"政府能力建設(shè)"是提高政府購買公共服務(wù)績效的重要影響因素之一�；诠芾韺W(xué)的PDCA模型,政府需具備"戰(zhàn)略采購能力",這對當(dāng)前我國政府購買公共服務(wù)改革提出了挑戰(zhàn),也帶來了機(jī)遇,更在某種程度上決定著政府購買公共服務(wù)績效水平。未來,在政府購買公共服務(wù)改革過程中,要圍繞"政府戰(zhàn)略采購能力建設(shè)",著重提高政府預(yù)算編制的科學(xué)性,營造更廣泛的競爭機(jī)制,增強(qiáng)精明合同管理能力,加強(qiáng)對項(xiàng)目的績效評估和監(jiān)督,加大政府購買公共服務(wù)標(biāo)準(zhǔn)化改革力度。
[Abstract]:The purchase of public services by the government is an important means to change the functions of the government and to make the market play a decisive role in the allocation of resources. It is also an important way to improve the governance of the country. The ultimate goal of implementing the reform of government purchasing public services is to improve the performance of public service delivery, but whether this goal can be achieved. By many factors. The early research believes that the main factors that affect the performance of government purchase of public services are the change of ownership and the introduction of competition. In recent years, many studies think that "government capacity building" is one of the important factors to improve the performance of government purchasing public services. Based on the PDCA model of management, the government needs to have "strategic procurement capability". This brings challenges to the current reform of government purchase of public services, but also brings opportunities, and to a certain extent determines the performance level of government purchase of public services. In the future, in the process of government purchase of public services reform. It is necessary to focus on improving the scientific nature of government budget preparation, building a more extensive competitive mechanism, enhancing the ability of shrewd contract management, and strengthening the performance evaluation and supervision of the project. Strengthen the reform of the standardization of government purchase of public services.
