【摘要】：隨著市場機制在我國經(jīng)濟領(lǐng)域的逐步展開和深化,我國于上世紀(jì)90年代在公共服務(wù)領(lǐng)域嘗試了民營化改革,但帶來了公共服務(wù)的可及性下降、均等化不足等后果。我國近年來所實施的政府購買公共服務(wù)制度帶來了政府財務(wù)責(zé)任的回歸,但由于監(jiān)管缺位、評估機制不健全以及社會回應(yīng)性不足等原因,仍然存在效率低下、供需錯位等問題。為了重塑公共服務(wù)的公共性,不僅需要政府責(zé)任的回歸,還需要進一步完善相關(guān)的實施機制和監(jiān)管機制。
[Abstract]:Along with the market mechanism in the field of China's economy gradually expanding and deepening, our country in the last century in 90s in the field of public services to privatization, but the accessibility of public service equalization decline, lack of consequences. In our country in recent years, the implementation of government purchase system of public services has brought back the government finance the responsibility, but due to lack of supervision, evaluation mechanism is not perfect and lack of social response and other reasons, there are still problems such as low efficiency, dislocation of supply and demand. In order to rebuild public public services, not only need to return the responsibility of the government, but also need to further improve the implementation mechanism and supervision mechanism.
