【摘要】：20世紀(jì)以來,人類經(jīng)濟(jì)活動的迅速擴(kuò)展使地區(qū)性的資源耗竭和環(huán)境破壞逐步演變成為全球性問題,引起了世界各國的廣泛關(guān)注。對于我國來說,經(jīng)濟(jì)高速發(fā)展的同時,龐大的人口規(guī)模、較低的人均資源占有量以及人口與資源的地域分布不均性,使得資源環(huán)境發(fā)展嚴(yán)重失衡,生態(tài)環(huán)境的惡化也不斷加劇。在我國西部的生態(tài)脆弱地區(qū),形勢更加嚴(yán)峻,如何實現(xiàn)生態(tài)脆弱地區(qū)的可持續(xù)發(fā)展和生態(tài)環(huán)境建設(shè)的問題,引起了學(xué)者廣泛的關(guān)注和政府的高度重視。貴州省貧困人口眾多,且生態(tài)環(huán)境脆弱,為了有效地解決生活在生態(tài)脆弱地區(qū)的貧困人口的發(fā)展問題,貴州省委、省政府于2012年啟動了扶貧生態(tài)移民工程,期望通過生態(tài)移民的實施達(dá)到扶貧開發(fā)和改善生態(tài)環(huán)境的雙重目的。本文研究的主題是貴州省生態(tài)移民工程給各地區(qū)所帶來的影響和其產(chǎn)生的效益。首先,對貴州省生態(tài)移民工程的具體實施情況進(jìn)行了全面的分析,包括其發(fā)展歷程、實施背景以及實踐現(xiàn)狀;其次,借鑒國內(nèi)外己有的相關(guān)研究,結(jié)合貴州省生態(tài)移民工程的特點,建立了效益評價指標(biāo)體系,在此基礎(chǔ)上,從經(jīng)濟(jì)效益、社會效益和生態(tài)效益的角度出發(fā),以各地區(qū)的生態(tài)移民為例,對生態(tài)移民工程實施以來的效果進(jìn)行了評估。研究結(jié)果表明,貴州省生態(tài)移民工程實施后,已經(jīng)取得了明顯的成效,改善和恢復(fù)了遷出地的生態(tài)環(huán)境、拓寬了移民的收入渠道、推進(jìn)了城鎮(zhèn)化進(jìn)程、促進(jìn)了民族團(tuán)結(jié)與和諧。在微觀層面,工程的經(jīng)濟(jì)、社會和生態(tài)效益都得到了不同程度的提高,移民的經(jīng)濟(jì)收入水平有所上升,生產(chǎn)生活環(huán)境得到明顯改善,各地區(qū)的生態(tài)環(huán)境建設(shè)也在不斷推進(jìn)和完善。在分析過程中,也發(fā)現(xiàn)了工程實施中所存在的一些難題,主要包括艱巨的搬遷任務(wù)、資金的投入問題以及相關(guān)的體制政策不夠完善等,最后針對貴州省生態(tài)移民工程的進(jìn)一步推進(jìn)與發(fā)展提出了一些建議,包括多渠道籌集資金、加強(qiáng)對移民的就業(yè)培訓(xùn)、完善工程的監(jiān)督檢查機(jī)制、加強(qiáng)對移民的政策宣傳和環(huán)保意識教育,為生態(tài)移民工程的進(jìn)一步開展與實施提供有價值的參考。
[Abstract]:Since 20th century, with the rapid expansion of human economic activities, the regional depletion of resources and environmental damage has gradually evolved into a global problem, which has attracted the attention of all countries in the world. With the rapid development of economy, the huge population scale, low per capita share of resources and uneven distribution of population and resources make the development of resources and environment seriously out of balance. The deterioration of ecological environment is also worsening. In the ecological fragile areas of western China, the situation is more severe, how to achieve the sustainable development of ecological fragile areas and ecological environment construction problems. Guizhou Province has a large number of poor people, and the ecological environment is fragile, in order to effectively solve the development of poor people living in ecologically fragile areas, Guizhou Provincial Committee. In 2012, the provincial government launched the poverty alleviation ecological migration project. Through the implementation of ecological migration to achieve the dual purpose of poverty alleviation and development and improve the ecological environment. The theme of this paper is the impact of ecological migration project in Guizhou Province and its benefits. First of all. This paper makes a comprehensive analysis on the implementation of ecological migration project in Guizhou province, including its development course, implementation background and practice status. Secondly, draw lessons from domestic and foreign existing relevant research, combined with the characteristics of ecological migration project in Guizhou Province, set up the benefit evaluation index system, on this basis, from the point of view of economic, social and ecological benefits. Taking ecological migration in various areas as an example, the effect of ecological migration project has been evaluated. The results show that the implementation of ecological migration project in Guizhou Province has achieved obvious results. Improve and restore the ecological environment of relocation, broaden the income channels of immigrants, promote the process of urbanization, promote national unity and harmony. At the micro level, engineering economy. Social and ecological benefits have been improved to varying degrees, the level of economic income of immigrants has increased, and the productive living environment has been significantly improved. In the process of analysis, we also found some difficult problems in the implementation of the project, including the arduous task of relocation. The investment of funds and related institutional policies are not perfect. Finally, some suggestions are put forward for the further promotion and development of ecological migration project in Guizhou province, including multi-channel financing. Strengthen the employment training for immigrants, perfect the supervision and inspection mechanism of the project, strengthen the policy propaganda and environmental protection consciousness education of the immigrants, and provide valuable reference for the further development and implementation of the ecological migration project.
