【摘要】：在面臨多元不確定性挑戰(zhàn)的背景下,城市安全是城市管理的核心目標。在文獻梳理的基礎(chǔ)上,本文提出了理解城市安全管理體系的三種理論視角:防御性、脆弱性、韌性。三種研究視角為城市安全管理提供了不同的目標選擇、管理模式、管理手段和常用策略�，F(xiàn)代城市管理應(yīng)該重構(gòu)安全管理體系,拋棄傳統(tǒng)的規(guī)避、抵御和控制策略,以利用和適應(yīng)不確定性為城市安全管理的核心內(nèi)容,通過韌性災(zāi)害管理、韌性規(guī)劃和韌性社區(qū)建設(shè)實現(xiàn)城市與外部環(huán)境的動態(tài)平衡。
[Abstract]:In the face of multiple uncertainty challenges under the background of city safety is the core objective of city management. On the basis of literature review, this paper puts forward three theoretical perspectives to understand the city safety management system: defensive vulnerability, resilience. Provide the choice, different target management mode of three kinds of study for city safety management that means of management and common strategies. The modern city management should reconstruct the safety management system, abandon the traditional avoid, resist and control strategy to use and adapt to the uncertainty of the core content of city safety management, through the toughness of disaster management, dynamic balance of toughness and toughness of city community construction planning and implementation of the external environment.
