【摘要】：[目的/意義]智庫(kù)的融資模式是其可持續(xù)發(fā)展的一個(gè)決定性因素。[方法 /過(guò)程]本文對(duì)六個(gè)國(guó)際知名智庫(kù)融資模式進(jìn)行分析,總結(jié)智庫(kù)的籌資渠道、所占比重、前提條件和適用范圍,在借鑒國(guó)外智庫(kù)經(jīng)驗(yàn)基礎(chǔ)上,提出建設(shè)我國(guó)特色新型智庫(kù)融資機(jī)制的對(duì)策建議。[結(jié)果 /結(jié)論 ]研究發(fā)現(xiàn)融資模式主要有政府資助、社會(huì)捐贈(zèng)、市場(chǎng)化運(yùn)作收益、PPP(Public-Private Partnership)模式和委托研究項(xiàng)目經(jīng)費(fèi)五種,論文對(duì)多元化、多渠道、多層次的融資體制,基于PPP和委托課題的中國(guó)智庫(kù)融資運(yùn)作模式,保持智庫(kù)獨(dú)立性,完善智庫(kù)捐贈(zèng)稅收的法律政策,融資風(fēng)險(xiǎn)管理等也進(jìn)行了探討,以支撐中國(guó)特色新型智庫(kù)建設(shè)。
[Abstract]:The financing model of the think-tank is a decisive factor in its sustainable development. [method / process] this paper analyzes the financing models of six internationally renowned think-tanks, summarizes the financing channels, the proportion, the preconditions and the scope of application of the think-tanks, and draws lessons from the experience of foreign think-tanks. The paper puts forward the countermeasures and suggestions for the financing mechanism of the new type of think-tank with Chinese characteristics. [results / conclusion] it is found that there are five kinds of financing models: government subsidy, social donation, Public-Private Partnership model of market-oriented operation and the funds of commissioned research projects. The paper focuses on a diversified, multi-channel and multi-level financing system. In order to support the construction of the new type of think-tank with Chinese characteristics, the operation mode of Chinese think-tank based on PPP and entrustment, the independence of the think-tank, the perfection of the legal policy of the tax on donation of the think-tank and the management of the financing risk are also discussed.
