【摘要】：[目的/意義]建立健全決策咨詢制度,是突破新型智庫發(fā)展瓶頸、促進(jìn)新型智庫更好發(fā)揮作用的前置條件和外部動力。[方法/過程]推動新型智庫建設(shè),迫切需要在需求端發(fā)力,增強(qiáng)決策機(jī)構(gòu)主動問策意識,優(yōu)化決策方式程序,完善決策咨詢立法,創(chuàng)新決策咨詢政策和體制,形成決策咨詢合力,強(qiáng)化決策制度的牽引作用和決策咨詢制度的鏈接功能。[結(jié)果/結(jié)論 ]新型智庫要增強(qiáng)角色、顧客、專業(yè)、責(zé)任意識,提高供給質(zhì)量,改進(jìn)供給方式,實(shí)現(xiàn)與決策部門需求的高效對接和良性互動。
[Abstract]:Objective / significance: to establish and improve the decision-making consultation system is the precondition and external motive force to break through the bottleneck of the development of the new think-tank and to promote the new think-tank to play its role better. [method / process] to promote the construction of new type of think-tank, it is urgent to make efforts on the demand side, to strengthen the awareness of active policy asking, to optimize the procedure of decision-making mode, to perfect the legislation of decision-making consultation, and to innovate the policy and system of decision-making consultation. Forming decision consultation force, strengthening the traction function of decision making system and linking function of decision consultation system. [results / conclusion] the new think-tank should enhance the consciousness of role, customer, specialty, responsibility, improve the quality of supply, improve the supply mode, and realize the efficient docking and benign interaction with the demand of decision-making department.
