【摘要】：休閑農(nóng)業(yè)作為當(dāng)前現(xiàn)代農(nóng)業(yè)發(fā)展一種新形式,現(xiàn)代旅游發(fā)展的一種新態(tài)勢,其發(fā)展帶動著農(nóng)業(yè)、林業(yè)等多方面的發(fā)展,為這些領(lǐng)域的發(fā)展帶來新的契機(jī),推動現(xiàn)代農(nóng)業(yè)、鄉(xiāng)村旅游等新型業(yè)態(tài)發(fā)展。"十三五"時期,我國社會經(jīng)濟(jì)的較快發(fā)展,城鄉(xiāng)居民的生活水平不斷提高,可支配收入也隨之增多;加之城鄉(xiāng)居民對生活幸福指數(shù)的要求提高,對休閑放松、娛樂等消費(fèi)的需求不斷增加,而休閑農(nóng)業(yè)作為一種集農(nóng)業(yè)、觀光、休閑和娛樂為一體的發(fā)展形式,當(dāng)前對其需求仍呈現(xiàn)出增強(qiáng)趨勢,處于發(fā)展的關(guān)鍵時期。但是,在休閑農(nóng)業(yè)快速發(fā)展的同時,也隨之出現(xiàn)一些問題,由于當(dāng)前休閑農(nóng)業(yè)發(fā)展的相關(guān)軟件和硬件條件準(zhǔn)備不充分,休閑農(nóng)業(yè)表現(xiàn)出基礎(chǔ)設(shè)施建設(shè)不健全、發(fā)展方式以粗放式為主;同時,由于在休閑農(nóng)業(yè)發(fā)展過程中對項(xiàng)目建設(shè)地的特色和文化歷史發(fā)掘不夠,各地休閑農(nóng)業(yè)的發(fā)展形式和功能布局規(guī)劃設(shè)計(jì)同質(zhì)化嚴(yán)重,休閑農(nóng)業(yè)相關(guān)產(chǎn)品類型單一,管理服務(wù)方面存在不足。為此,如何加強(qiáng)對休閑農(nóng)業(yè)發(fā)展的科學(xué)規(guī)劃日益得到重視。大力發(fā)展休閑農(nóng)業(yè),有利于推動農(nóng)業(yè)和旅游供給側(cè)結(jié)構(gòu)性改革,促進(jìn)農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展,是帶動農(nóng)民就業(yè)增收和產(chǎn)業(yè)脫貧的重要渠道,是推進(jìn)全域化旅游和促進(jìn)城鄉(xiāng)一體化發(fā)展的重要方式。福州市作為省會城市,是福建省的經(jīng)濟(jì)快速發(fā)展的重要區(qū)域,生活節(jié)奏的加快和生活工作壓力的加大,使得市區(qū)居民開始向往鄉(xiāng)村田園和休閑放松的生活,而休閑農(nóng)場作為集農(nóng)業(yè)、休閑為一體的一種休閑形式,不僅可以為人們提供放松、疏導(dǎo)壓力的場所,也為城市居民的親子娛樂生活提供條件。福州市沐禾休閑農(nóng)場地處省會城郊,極具開發(fā)價(jià)值,若結(jié)合當(dāng)?shù)貙?shí)際和特色,對其進(jìn)行建設(shè)規(guī)劃具有重要的意義。本文以福州市沐禾休閑農(nóng)場為規(guī)劃對象,基于農(nóng)業(yè)多功能性、旅游體驗(yàn)理論和可持續(xù)發(fā)展理論,對福州市沐禾休閑農(nóng)場開發(fā)建設(shè)進(jìn)行探討和規(guī)劃,運(yùn)用實(shí)地調(diào)查法對建設(shè)地優(yōu)劣勢條件進(jìn)行分析,提煉當(dāng)?shù)靥厣?依據(jù)沐禾村的地理位置、自然條件的系統(tǒng)性,將福州市沐禾休閑農(nóng)場規(guī)劃布局為"一心、六園"功能區(qū)聯(lián)動的空間結(jié)構(gòu)形態(tài)與發(fā)展格局;并進(jìn)行市場風(fēng)險(xiǎn)分析與營銷方案設(shè)計(jì),對項(xiàng)目建設(shè)對環(huán)境的影響進(jìn)行評價(jià),詳細(xì)闡述項(xiàng)目組織與管理,并從加強(qiáng)政策保障、建立多元投資渠道、引進(jìn)人才完善配備、重視現(xiàn)代技術(shù)應(yīng)用、三產(chǎn)融合協(xié)調(diào)發(fā)展和重視生態(tài)環(huán)境保護(hù)等方面提出了推進(jìn)農(nóng)場規(guī)劃實(shí)施的建議,以期為沐禾休閑農(nóng)場的開發(fā)建設(shè)提供進(jìn)一步參考。

" During the 13th Five-Year Plan period, with the rapid development of China's social economy, the living standards of urban and rural residents have been continuously improved, and the disposable income has also increased. In addition, the requirements of urban and rural residents for life happiness index are raised, and the demand for leisure, relaxation, entertainment and other consumption is constantly increasing. While leisure agriculture is a form of development that integrates agriculture, sightseeing, leisure and entertainment. At present, the demand for it still shows an increasing trend, and it is in the key period of development. However, with the rapid development of leisure agriculture, there are also some problems. Due to the inadequate preparation of the software and hardware related to the development of leisure agriculture, leisure agriculture shows that the infrastructure construction is not perfect. The mode of development is extensive; At the same time, due to the lack of the characteristics and cultural and historical excavations of the project construction sites in the process of the development of leisure agriculture, the development forms and functional layout, design and design of leisure agriculture are homogenized, and the types of related products of leisure agriculture are single. There are deficiencies in management services. Therefore, how to strengthen the scientific planning for the development of leisure agriculture has been paid more and more attention. Vigorously developing leisure agriculture is conducive to promoting the structural reform on the supply side of agriculture and tourism, promoting the integration of the rural primary, secondary and tertiary industries, and is an important channel for farmers to increase their employment income and lift their industries out of poverty. It is an important way to promote global tourism and promote the development of urban and rural integration. Fuzhou, as the capital city of Fujian Province, is an important area of rapid economic development in Fujian Province. With the acceleration of the pace of life and the increasing pressure of life and work, urban residents begin to yearn for rural idyllic and leisure life. As a kind of leisure form which integrates agriculture and leisure, leisure farm can not only provide people with a place to relax and relieve pressure, but also provide conditions for the parents and children's entertainment life of urban residents. Muhe leisure farm in Fuzhou is located in the suburbs of the provincial capital, which is of great value for development. It is of great significance to carry out the construction planning according to the local conditions and characteristics. This paper takes Mu he leisure farm in Fuzhou as the planning object, and discusses and plans the development and construction of Mu he leisure farm in Fuzhou based on the theory of agriculture multifunction, tourism experience and sustainable development. Using the field investigation method to analyze the advantages and disadvantages of the construction land, refining the local characteristics, according to the geographical location of Mu he Village and the systematization of the natural conditions, the planning and layout of the Muhe leisure farm in Fuzhou City is "as one mind," The spatial structure and development pattern of the linkage of the six gardens; Market risk analysis and marketing scheme design are carried out, the impact of project construction on environment is evaluated, project organization and management are elaborated in detail, and from strengthening policy guarantee, establishing multiple investment channels, introducing talents to perfect equipment, In order to provide a further reference for the development and construction of Mu he leisure farm, some suggestions are put forward to promote the implementation of farm planning from the aspects of modern technology application, harmonious development of three industries and ecological environment protection, etc. in order to provide a further reference for the development and construction of Mu he leisure farm.
