【摘要】：城市經(jīng)營(yíng)作為一種營(yíng)銷(xiāo)導(dǎo)向型的城市治理方式,通過(guò)改善城市形象、創(chuàng)造城市品牌和提高城市知名度來(lái)吸引要素集聚,實(shí)現(xiàn)資源配置在容量結(jié)構(gòu)和秩序上的最大化和最優(yōu)化,促進(jìn)城市經(jīng)濟(jì)、社會(huì)和環(huán)境的持續(xù)快速健康發(fā)展。城市經(jīng)營(yíng)管理理念在計(jì)劃經(jīng)濟(jì)向市場(chǎng)經(jīng)濟(jì)轉(zhuǎn)變的大背景下,隨著經(jīng)濟(jì)體制的深化,城市經(jīng)營(yíng)管理理念在城市管理的實(shí)踐中產(chǎn)生,同時(shí)服務(wù)于城市建設(shè)和發(fā)展。城市發(fā)展中產(chǎn)生的很多問(wèn)題需要用城市經(jīng)營(yíng)管理的方式來(lái)解決。本文總結(jié)了國(guó)內(nèi)外城市經(jīng)營(yíng)方面的理論研究成果,在其城市經(jīng)營(yíng)的經(jīng)驗(yàn)上分析現(xiàn)有研究得出的重要結(jié)論與存在的不足之處,以此作為研究的基礎(chǔ),總結(jié)城市經(jīng)營(yíng)的特點(diǎn)。以大同市城市經(jīng)營(yíng)作為研究對(duì)象,城市經(jīng)營(yíng)理論為主要銥據(jù),通過(guò)對(duì)大同市基本情況和城市經(jīng)營(yíng)現(xiàn)狀進(jìn)行調(diào)查,分析出大同市城市經(jīng)營(yíng)的績(jī)效,以及大同市城市經(jīng)營(yíng)存在的問(wèn)題,分析認(rèn)為,大同市目前城市經(jīng)營(yíng)尚處于不完善階段,城市經(jīng)營(yíng)仍有以下問(wèn)題尚待解決：(1)大同市經(jīng)濟(jì)發(fā)展較為緩慢,經(jīng)濟(jì)基礎(chǔ)薄弱；(2)大同市煤炭資源大幅減少,環(huán)境污染問(wèn)題嚴(yán)重；(3)城市交通基礎(chǔ)設(shè)施不完善；(4)缺乏相關(guān)產(chǎn)業(yè)區(qū)域聚集；(5)旅游資源開(kāi)發(fā)缺乏深度；(6)城市生態(tài)環(huán)境有待改善。因此,通過(guò)借鑒城市轉(zhuǎn)型成功的城市經(jīng)營(yíng)經(jīng)驗(yàn),對(duì)大同市城市經(jīng)營(yíng)問(wèn)題進(jìn)行深入解析,從而提出了以下幾方面建議：(1)塑造城市形象,保護(hù)古都風(fēng)貌,提高城市競(jìng)爭(zhēng)力；(2)對(duì)城市交通進(jìn)行整體規(guī)劃；(3)提高產(chǎn)業(yè)聚集度；(4)對(duì)旅游資源進(jìn)行深度開(kāi)發(fā)；(5)合理開(kāi)發(fā)和利用煤炭資源。最終提出大同市文化旅游立市的戰(zhàn)略目標(biāo),從而提出今后大同市城市經(jīng)營(yíng)策略和相關(guān)對(duì)策建議。
[Abstract]:As a market-oriented way of urban governance, urban management attracts the concentration of factors by improving the city image, creating city brand and raising the city visibility, so as to maximize and optimize the capacity structure and order of resource allocation. To promote the sustained, rapid and healthy development of urban economy, society and environment. Under the background of the transformation from planned economy to market economy, the concept of urban management has emerged in the practice of urban management and served the urban construction and development with the deepening of economic system. Many problems in urban development need to be solved by urban management. This paper summarizes the theoretical research results of urban management at home and abroad, analyzes the important conclusions and shortcomings of existing research on the experience of urban management, and summarizes the characteristics of urban management on the basis of the research. Taking Datong city management as the research object and the urban management theory as the main iridium data, this paper analyzes the performance of Datong city management by investigating the basic situation and the present situation of Datong city management. Based on the analysis of the problems in Datong city management, it is concluded that Datong City is still in an imperfect stage, and the following problems remain to be solved: (1) Datong City's economic development is slow and its economic base is weak; (2) the coal resource of Datong city is reduced greatly, the environmental pollution problem is serious; (3) the urban transportation infrastructure is not perfect; (4) lack of the related industrial area agglomeration; (5) the tourism resources development lacks the depth; (6) the urban ecological environment needs to be improved. Therefore, by drawing lessons from the successful urban management experience of the city transformation, this paper makes a thorough analysis of the urban management problems in Datong, and puts forward the following suggestions: (1) to shape the image of the city, to protect the style and features of the ancient capital, and to improve the competitiveness of the city; (2) the overall planning of urban traffic; (3) the improvement of industrial agglomeration; (4) the deep exploitation of tourism resources; (5) the rational exploitation and utilization of coal resources. Finally, the paper puts forward the strategic goal of setting up cultural tourism in Datong city, and then puts forward the urban management strategy and relevant countermeasures and suggestions for Datong city in the future.
