【摘要】：京津同城化是實現京津冀協(xié)同發(fā)展國家戰(zhàn)略中最為關鍵的一步棋。以交通一體化作為先行領域,要率先打破地域間交通運輸管理制度、各運輸方式間以及城市間交通運輸市場這三個維度的分割,實現市場和管理的協(xié)調統(tǒng)一。以空間布局優(yōu)化作為戰(zhàn)略支撐,要根據京津構建世界級大都市區(qū)的戰(zhàn)略目標,逐步實現北京向東南方向發(fā)展、天津向西北沿京津城市帶發(fā)展的總體構想。以產業(yè)鏈高效銜接作為核心環(huán)節(jié),要積極推動京津兩地產業(yè)內分工格局的重構,實現京津兩地研發(fā)、成果轉化、生產制造和城市營銷的無縫銜接。以公共服務共建作為保障體系,要以北京輻射、天津融入為原則,從規(guī)劃的統(tǒng)籌性、政策的一致性、制度的通用性、平臺的共享性、組織的協(xié)同性等方面實現全面對接。
[Abstract]:Beijing-Tianjin city is the most important step in the national strategy of Beijing-Tianjin-Hebei coordinated development.Taking the transportation integration as the leading field, we should take the lead to break the traffic management system among regions, the division of the three dimensions of transportation market between different modes of transport and between cities, and realize the coordination and unification of the market and management.Based on the strategic objective of constructing a world-class metropolitan area in Beijing and Tianjin, the overall concept of the development of Beijing to the southeast and the development of Tianjin to the northwest along the Beijing-Tianjin urban belt should be realized step by step by taking the spatial layout optimization as the strategic support.Taking the industrial chain as the core link, it is necessary to actively promote the reconstruction of the industrial division of labor between Beijing and Tianjin, and to realize the seamless connection of R & D, achievement transformation, production and manufacturing and urban marketing between Beijing and Tianjin.Taking the public service co-construction as the guarantee system, we should take the radiation from Beijing and the integration of Tianjin as the principle, and realize the overall docking from the aspects of the overall planning, the consistency of the policy, the universality of the system, the sharing of the platform, the synergy of the organization, and so on.
