【摘要】：各國(guó)工業(yè)及醫(yī)療水平的發(fā)展經(jīng)驗(yàn)表明，醫(yī)療器械產(chǎn)業(yè)的發(fā)展對(duì)一國(guó)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、自主創(chuàng)新能力培育，以及醫(yī)療改革實(shí)施等方面有著重要的推動(dòng)作用，還在很大程度上決定了該國(guó)醫(yī)療保障水平的高低。改革開(kāi)放以來(lái)，我國(guó)的醫(yī)療器械產(chǎn)業(yè)獲得了長(zhǎng)足的發(fā)展。但是，在國(guó)內(nèi)中低端醫(yī)療器械市場(chǎng)逐漸飽和、外資企業(yè)進(jìn)軍力度加大的趨勢(shì)下，我國(guó)本土醫(yī)療器械企業(yè)依靠組裝生產(chǎn)以及關(guān)系營(yíng)銷的傳統(tǒng)發(fā)展模式正邁入瓶頸期；另一方面，我國(guó)醫(yī)療器械價(jià)格虛高的現(xiàn)象非常普遍，勢(shì)必影響我國(guó)醫(yī)療改革的實(shí)際效果。這兩大現(xiàn)狀都從根源上對(duì)當(dāng)前我國(guó)醫(yī)療器械價(jià)格問(wèn)題的研究提出了現(xiàn)實(shí)需求。本文將以我國(guó)醫(yī)療器械價(jià)格形成機(jī)制及醫(yī)療器械價(jià)格影響因素為研究突破口，對(duì)典型醫(yī)療器械產(chǎn)品的定價(jià)問(wèn)題進(jìn)行較為深入、定量的研究，探索我國(guó)醫(yī)療器械產(chǎn)業(yè)合理發(fā)展；為醫(yī)療改革提供更高效產(chǎn)業(yè)配套的政策思路。 本文在第一章導(dǎo)論中介紹了選題的背景和意義、國(guó)內(nèi)外相關(guān)研究的進(jìn)展情況，據(jù)此確定研究的創(chuàng)新點(diǎn)和研究思路。并提出本文的研究目的是通過(guò)理論與實(shí)證分析，明確并量化當(dāng)前國(guó)內(nèi)市場(chǎng)醫(yī)療器械采購(gòu)價(jià)格的影響因素，在此基礎(chǔ)上提出完善醫(yī)療器械價(jià)格形成機(jī)制的政策建議；第二章立足于經(jīng)濟(jì)學(xué)當(dāng)中的價(jià)格理論，整理總結(jié)醫(yī)療器械價(jià)格形成機(jī)制的類型、內(nèi)容及其影響因素,概括我國(guó)現(xiàn)行醫(yī)療器械價(jià)格形成機(jī)制并判斷其與經(jīng)濟(jì)體制、醫(yī)療機(jī)制、產(chǎn)業(yè)發(fā)展水平的契合度，為之后三章的理論和實(shí)證分析做鋪墊；第三章首先對(duì)醫(yī)療器械做市場(chǎng)特征分析，主要通過(guò)信息不對(duì)稱、資產(chǎn)專用性與渠道共用性、壟斷定價(jià)與鎖定效應(yīng)，以及我國(guó)醫(yī)療器械市場(chǎng)產(chǎn)銷特點(diǎn)四個(gè)方面來(lái)解釋我國(guó)醫(yī)療器械的價(jià)格問(wèn)題和定價(jià)現(xiàn)象。 第四章和第五章是本文分析的重點(diǎn)，第四章利用產(chǎn)業(yè)價(jià)值鏈分析工具對(duì)我國(guó)醫(yī)療器械產(chǎn)品在生產(chǎn)、流通、銷售三個(gè)環(huán)節(jié)做基本活動(dòng)與輔助活動(dòng)的細(xì)分，通過(guò)對(duì)價(jià)格數(shù)據(jù)的分析找到導(dǎo)致我國(guó)醫(yī)療器械采購(gòu)價(jià)格不合理的關(guān)鍵因素，并初步提出通過(guò)發(fā)展相關(guān)產(chǎn)業(yè)和培育研發(fā)創(chuàng)新能力打破進(jìn)口產(chǎn)品的壟斷定價(jià)權(quán)；通過(guò)加強(qiáng)政府監(jiān)管與建立價(jià)格信息披露機(jī)制杜絕廣泛存在于醫(yī)療器械價(jià)值鏈采購(gòu)環(huán)節(jié)的“權(quán)力尋租”現(xiàn)象的主張。在此基礎(chǔ)上，第五章以大量實(shí)際交易的價(jià)格數(shù)據(jù)為依據(jù)，通過(guò)計(jì)量回歸的方法，對(duì)第四章提出的各個(gè)產(chǎn)品環(huán)節(jié)影響醫(yī)療器械采購(gòu)價(jià)格的關(guān)鍵經(jīng)營(yíng)因素加以量化處理。并通過(guò)模型回歸衡量各因素對(duì)醫(yī)療器械采購(gòu)價(jià)格的影響程度，用以明確政策建議的重點(diǎn)�；谇拔逭碌睦碚摵蛯�(shí)證分析，本文在第六章中通過(guò)對(duì)本土中小型醫(yī)療器械公司的案例分析，倡導(dǎo)醫(yī)療器械企業(yè)推行產(chǎn)銷一體化以及規(guī)模化經(jīng)營(yíng)。此外，為我國(guó)政府針對(duì)醫(yī)療器械進(jìn)行價(jià)格管制提供依據(jù)，，并提出完善我國(guó)醫(yī)療器械價(jià)格形成機(jī)制的政策設(shè)計(jì)思路。
[Abstract]:The development experience of industry and medical level in various countries shows that the development of medical device industry plays an important role in upgrading the industrial structure of a country, cultivating the ability of independent innovation, and implementing the medical reform. Since the reform and opening up, the medical device industry in China has made great progress. However, in the domestic market of medical devices at the middle and low end, the market is gradually saturated. Under the trend of increasing foreign enterprises' entry, the traditional development model of local medical device enterprises relying on assembly, production and relationship marketing is entering a bottleneck period. On the other hand, the phenomenon of false high medical device prices is very common in our country. Both of these two situations have put forward the realistic demand for the research of the current medical device price problem in our country from the root. This article will take the mechanism of the medical device price formation and the medical device in our country. The influencing factors of the price of machinery are the breakthrough of the research. This paper makes a deep and quantitative study on the pricing of typical medical device products, explores the rational development of medical device industry in China, and provides a policy train of thought for the medical reform to provide a more efficient industry. In the first chapter, the paper introduces the background and significance of the topic, the progress of related research at home and abroad, and then determines the innovation and research ideas of the research, and points out that the purpose of this paper is to analyze it through theoretical and empirical analysis. On the basis of defining and quantifying the factors influencing the purchase price of medical devices in the domestic market, the author puts forward some policy suggestions on how to improve the mechanism of medical device price formation. Chapter two is based on the price theory in economics. Sorting out and summarizing the types, contents and influencing factors of the forming mechanism of medical device price, generalizing the current forming mechanism of medical device price in our country and judging its conformity with the economic system, medical mechanism and the level of industrial development, The third chapter analyzes the market characteristics of medical devices, mainly through information asymmetry, asset specificity and channel sharing, monopoly pricing and lock-in effect. And the characteristics of production and marketing of medical devices market in China to explain the price of medical devices and pricing phenomenon. Chapter 4th and Chapter 5th are the emphases of this paper. Chapter 4th uses the industrial value chain analysis tools to subdivide the basic activities and auxiliary activities in the production, circulation and sale of medical device products in China. Through the analysis of price data to find out the key factors that lead to unreasonable purchase price of medical devices in China, and put forward to break the monopoly pricing power of imported products by developing related industries and cultivating R & D innovation ability. By strengthening government supervision and setting up price information disclosure mechanism to put an end to the idea of "power rent-seeking", which widely exists in the procurement link of medical device value chain. On this basis, chapter 5th is based on a large number of actual transaction price data. Through the method of quantitative regression, this paper quantifies the key operating factors which affect the purchase price of medical device in each product link of Chapter 4th, and measures the influence degree of each factor on the purchase price of medical device by model regression. Based on the theoretical and empirical analysis of the first five chapters, this paper, in Chapter 6th, through the case study of local small and medium-sized medical device companies, In addition, it provides the basis for our government to control the price of medical devices, and puts forward the policy design idea of perfecting the mechanism of forming the price of medical devices in our country.
