【摘要】:電力體制改革是中國經(jīng)濟社會發(fā)展的必然要求,所以電力行業(yè)引入市場機制可以有效地進行電力資源優(yōu)化,提高電力資源生產(chǎn)和傳輸?shù)男。然?電力市場中,電網(wǎng)企業(yè)直接或間接地存在經(jīng)營風險,電力營銷工作的難度越來越大。如今電費回收風險已經(jīng)成為電力公司主要關(guān)心和把控的經(jīng)營風險。本文結(jié)合目前G市電費回收現(xiàn)狀和管理措施,分析電費回收風險的成因和問題,通過對產(chǎn)生電費回收風險的相關(guān)因素進行分析、鑒別尋找各因素間內(nèi)在、本質(zhì)和必然的聯(lián)系及其特定規(guī)律,以確定各因素對電力企業(yè)的影響,并建立G市電費回收風險指標體系;選定在技術(shù)上具有先進性、在理論上具有合理性、在操作上具有可靠性的AHP方法對建立的電費回收風險指標體系進行權(quán)重設(shè)計;在此基礎(chǔ)上,通過FAHP模糊綜合評價模型對G市電費回收指標體系進行評估管理,找出電費回收風險較大的主要企業(yè);根據(jù)評價的結(jié)果建立動態(tài)的,符合G市實際的電費回收控制體系,將評價不好的企業(yè)進行重點把控。通過科學的建立G市電費回收指標體系和評價體系,實現(xiàn)G市電費回收控制的目的,對其他地市公司電費回收工作的開展起到指導作用。
[Abstract]:The reform of electric power system is an inevitable requirement of China's economic and social development, so the introduction of market mechanism in power industry can effectively optimize power resources and improve the efficiency of power resources production and transmission. In the electric power market, there are direct or indirect operating risks in power grid enterprises. Electricity marketing work is becoming more and more difficult. Nowadays, the risk of electricity recovery has become the main concern and control of the operation risk of power companies. This paper combined with the current situation of electricity recovery and management measures in G City. Analyze the causes and problems of the risk of electricity recovery, through the analysis of the related factors to generate the risk of electricity recovery, identify and find the inherent, essential and inevitable relationship between the factors and their specific laws. In order to determine the impact of various factors on power enterprises, and establish G City electricity recovery risk index system; The AHP method, which is advanced in technology, reasonable in theory and reliable in operation, is chosen to design the weight of the risk index system of electricity recovery. On this basis, through the FAHP fuzzy comprehensive evaluation model to the G city electricity recovery index system evaluation management, find out the major enterprises with higher risk of electricity recovery; According to the results of the evaluation to establish a dynamic, in line with the actual G City electricity recovery control system, the evaluation of enterprises to focus on the control, through the scientific establishment of G City electricity recovery index system and evaluation system. To realize the purpose of electricity recovery control in G city, play a guiding role in the development of electricity recovery work of other prefectural companies.
