【摘要】：[目的/意義]網(wǎng)絡(luò)安全保險對社會整體網(wǎng)絡(luò)安全具有基礎(chǔ)性作用,明確其發(fā)展初級階段面臨的問題并改進(jìn),有利于促進(jìn)網(wǎng)絡(luò)安全保險的穩(wěn)健發(fā)展,同時也有利于網(wǎng)絡(luò)事故情報共享體系的建成。[方法/過程]以國際上兩代理論成果為研究框架,并結(jié)合當(dāng)前實(shí)踐,分析了當(dāng)前網(wǎng)絡(luò)安全保險發(fā)展初級階段的核心問題:傳統(tǒng)保險策略在網(wǎng)絡(luò)安全風(fēng)險領(lǐng)域"失能";網(wǎng)絡(luò)風(fēng)險基礎(chǔ)數(shù)據(jù)缺乏;網(wǎng)絡(luò)風(fēng)險的強(qiáng)關(guān)聯(lián)性易導(dǎo)致巨災(zāi)效應(yīng);信息不對稱問題。[結(jié)果/結(jié)論]在國際最新研究和實(shí)踐成果基礎(chǔ)上,提出網(wǎng)絡(luò)安全保險獨(dú)立化專業(yè)化,構(gòu)建網(wǎng)絡(luò)事故情報共享數(shù)據(jù)庫,建立政府補(bǔ)貼型再保險體系,制定專門措施削減信息不對稱效應(yīng)等對策。
[Abstract]:[purpose / significance] Network security insurance plays a fundamental role in the overall social network security. It is beneficial to the steady development of network security insurance to make clear the problems in the initial stage of its development and to improve it. At the same time, it is also conducive to the establishment of network accident information sharing system. [methods / processes] using two generations of international theoretical results as the research framework and combining current practice, This paper analyzes the core problems in the primary stage of the development of network security insurance: the traditional insurance strategy is "disabled" in the field of network security risk, the basic data of network risk is lacking, the strong correlation of network risk can easily lead to catastrophe effect; Information asymmetry problem. [results / conclusion] on the basis of the latest international research and practice results, it is proposed that the network security insurance should be independent and specialized, the network accident information sharing database should be constructed, and the government subsidized reinsurance system should be established. Formulate special measures to reduce information asymmetry and other countermeasures.
