【摘要】：公安網(wǎng)絡(luò)是指公安業(yè)務(wù)信息網(wǎng),是連接公安系統(tǒng)各個部門的一個廣域網(wǎng),利用公安業(yè)務(wù)網(wǎng)絡(luò)可以將三級信息中心的數(shù)據(jù)庫連接起來,從而實現(xiàn)各級公安機關(guān)、各警種、各業(yè)務(wù)單兵之間信息流轉(zhuǎn)。公安網(wǎng)絡(luò)信息生態(tài)鏈產(chǎn)生于公安業(yè)務(wù)工作之中,鏈中的信息主體相互依賴,協(xié)同合作,共同生產(chǎn)和創(chuàng)新利益,實現(xiàn)公安業(yè)務(wù)網(wǎng)絡(luò)信息的價值增值。目前,對于公安網(wǎng)絡(luò)信息領(lǐng)域的研究多集中于網(wǎng)絡(luò)信息資源的建設(shè)、開發(fā)、利用等方面的管理研究,對于公安網(wǎng)絡(luò)信息相關(guān)的基本理論和運作機制的研究較少,而公安網(wǎng)絡(luò)信息生態(tài)相關(guān)的研究亦鮮見,沒有形成系統(tǒng)的管理理論和研究體系。因此,從信息生態(tài)的角度出發(fā)研究公安網(wǎng)絡(luò)業(yè)務(wù)信息活動將會從新的視角對我國公安網(wǎng)絡(luò)的整體優(yōu)化起到戰(zhàn)略性的引導(dǎo)作用,為公安機構(gòu)提供優(yōu)化網(wǎng)絡(luò)信息資源配置、提高公安網(wǎng)絡(luò)主體的運行效率以及促進公安網(wǎng)絡(luò)信息活動發(fā)展提供理論支撐與決策參考。公安網(wǎng)絡(luò)信息生態(tài)鏈信息主體的共生互利關(guān)系是公安網(wǎng)絡(luò)信息生態(tài)鏈信息主體之間的一種常態(tài)關(guān)系,它是公安網(wǎng)絡(luò)信息活動中具有合作關(guān)系的信息主體彼此相互依賴,共同創(chuàng)造利益增量,并通過對利益增量的分配達到互利互惠、共同受益的協(xié)同合作關(guān)系。深入研究公安網(wǎng)絡(luò)信息生態(tài)鏈信息共生互利的理論體系和作用機制能夠為公安網(wǎng)絡(luò)信息資源高效利用與配置、信息功能發(fā)揮良好與穩(wěn)定提供新的管理途徑,為公安業(yè)務(wù)網(wǎng)絡(luò)的相關(guān)信息主體的協(xié)同合作提供理論與實踐指導(dǎo)。本文在綜合國內(nèi)外關(guān)于警務(wù)信息管理、網(wǎng)絡(luò)信息生態(tài)、網(wǎng)絡(luò)信息生態(tài)鏈等相關(guān)內(nèi)容的基礎(chǔ)上,構(gòu)建了公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利的概念體系,對公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利的機理、影響因素及作用機制、利益沖突及協(xié)調(diào)對策等內(nèi)容進行了研究。文章的主要內(nèi)容如下：第一章,介紹了論文的研究背景、研究意義、國內(nèi)外研究現(xiàn)狀、研究內(nèi)容與創(chuàng)新之處、研究方法與技術(shù)路線。第二章,研究了公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利的理論基礎(chǔ)。公安網(wǎng)絡(luò)信息生態(tài)鏈的價值管理共生互利理論是建立在一系列相關(guān)理論甚礎(chǔ)之上的。本章的研究內(nèi)容包括網(wǎng)絡(luò)信息生態(tài)鏈的相關(guān)理論、公安網(wǎng)絡(luò)信息生態(tài)鏈相關(guān)理論以及公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利理論三大部分。第三章,探討了公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利作用機理。公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利作用機理揭示了公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利主體的相互聯(lián)系、相互作用的運行規(guī)則和原理。本章的研究內(nèi)容包括公安網(wǎng)絡(luò)信息生態(tài)鏈共生利益的形成、公安網(wǎng)絡(luò)信息生態(tài)鏈共生利益協(xié)調(diào),探討了公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利的標(biāo)準(zhǔn)。第四章,論證了公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利的影響因素和作用機制。公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利的影響因素和作用機制是研究公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利利益沖突的協(xié)調(diào)對策的基礎(chǔ)。本章的研究內(nèi)容包括公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利的影響因素及其概念模型,在此基礎(chǔ)上討論了公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利的作用機制。第五章,討論了公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利利益沖突及協(xié)調(diào)對策。公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利利益沖突的協(xié)調(diào)對策對公安網(wǎng)絡(luò)信息活動的優(yōu)化管理具有重要的指導(dǎo)意義。本章的研究內(nèi)容包括公安網(wǎng)絡(luò)信息生態(tài)鏈的利益沖突現(xiàn)狀,并根據(jù)現(xiàn)狀及前文所述的相關(guān)理論和研究成果提出公安網(wǎng)絡(luò)信息生態(tài)鏈共生互利的協(xié)調(diào)對策。第六章,對本文的主耍內(nèi)容進行總結(jié),指出有待進一步地探索的研究課題。
[Abstract]:The public security network refers to the public security business information network, which is a wide area network connecting the various departments of the public security system. By using the public security service network, the database of the three level information centers can be connected to realize the information transfer between the public security organs at all levels, the various police species and the individual business units. The information subjects in the chain depend on each other, cooperate, cooperate, produce and innovate the interests, and realize the value added of the public security network information. At present, the research on the public security network information field is mainly focused on the management research on the construction, development and utilization of network information resources, and the basic theories related to the public security network information. The research on the operation mechanism is less, and the research on the information ecology of the public security network is rare, and there is no systematic management theory and research system. Therefore, the study of the public security network business information activities from the perspective of information ecology will play a strategic guiding role in the overall optimization of the public security network of China from a new perspective. The security organization provides the optimization of the network information resource allocation, improves the operation efficiency of the public security network main body and promotes the development of the public security network information activities to provide theoretical support and decision reference.
