【摘要】：舟山群島新區(qū)，作為中國首個(gè)群島新區(qū)，是繼上海浦東、天津?yàn)I海、重慶兩江新區(qū)后又一個(gè)國家級(jí)新區(qū)，也是首個(gè)以海洋經(jīng)濟(jì)為主題的國家級(jí)新區(qū)。自2008年8月以來，舟山在全市范圍內(nèi)推行了“網(wǎng)格化管理、組團(tuán)式服務(wù)”工作，通過整合各類基層組織資源，對(duì)應(yīng)每個(gè)網(wǎng)格組建相應(yīng)的管理服務(wù)團(tuán)隊(duì)，切實(shí)為群眾提供更為方便、快捷、高效的便民服務(wù)。 但是舟山的網(wǎng)格化管理尚處于發(fā)展階段，有些問題仍舊亟待解決，例如，基層干部和網(wǎng)格服務(wù)團(tuán)隊(duì)缺乏工作主動(dòng)性；對(duì)網(wǎng)格義工缺乏有效的激勵(lì)措施；政府部門與網(wǎng)格工作對(duì)接不夠密切；網(wǎng)格服務(wù)的針對(duì)性不強(qiáng)；網(wǎng)格信息平臺(tái)的利用率不高，覆蓋面不廣；群眾參與社會(huì)監(jiān)督的力度不大等等。 本文通過文獻(xiàn)閱讀法、案例研究法、調(diào)查分析法等研究方法，將北京各區(qū)、河南洛陽、山西長(zhǎng)治以及舟山市普陀區(qū)桃花鎮(zhèn)的網(wǎng)格化運(yùn)行模式進(jìn)行羅列分析，找到其中的創(chuàng)新點(diǎn)，，吸取經(jīng)驗(yàn)，對(duì)舟山市網(wǎng)格化管理中存在的問題提出了具體的改進(jìn)建議，例如建立有效的監(jiān)督考核機(jī)制和制度化的關(guān)愛機(jī)制；建立對(duì)網(wǎng)格義工的激勵(lì)機(jī)制；建立政府部門與網(wǎng)格工作的對(duì)接機(jī)制；深度整合服務(wù)資源，建立特色網(wǎng)格；提高社會(huì)管理服務(wù)信息平臺(tái)的利用率，滿足群眾多樣化需求全面加強(qiáng)網(wǎng)格工作考評(píng)等。
[Abstract]:Zhoushan archipelagic New area, as the first new archipelagic area in China, is a national new area after Shanghai Pudong, Tianjin Binhai and Chongqing Liangjiang New area, and the first national-level new area with the theme of marine economy. Since August 2008, Zhoushan has implemented the work of "grid management, group service" in the whole city. By integrating all kinds of grass-roots organization resources, Zhoushan has set up a corresponding management service team for each grid. To provide the masses with more convenient, fast, efficient and convenient services. However, the grid management of Zhoushan is still in the developing stage, and some problems still need to be solved. For example, the grass-roots cadres and grid service teams lack the initiative to work, the grid volunteers lack effective incentive measures. The connection between government departments and grid work is not close enough; the pertinence of grid service is not strong; the utilization rate of grid information platform is not high and the coverage is not wide; the public participation in social supervision is not strong enough and so on. Through the methods of literature reading, case study, investigation and analysis, this paper analyzes the grid operation mode of Taohua Town in Beijing, Luoyang, Henan, Changzhi, Shanxi and Putuo District, Zhoushan City, in order to find the innovative points. Drawing on the experience, the paper puts forward some concrete suggestions for improving the problems existing in the grid management in Zhoushan City, such as establishing effective supervision and examination mechanism and institutionalized care mechanism, establishing the incentive mechanism for grid volunteers. Establish the connection mechanism between government departments and grid work; deeply integrate service resources, establish characteristic grid; improve the utilization rate of social management service information platform; meet the diverse needs of the masses to strengthen the grid work evaluation and so on.
