【摘要】：近年來,隨著國家對農(nóng)村金融支持力度的加大,村鎮(zhèn)銀行的發(fā)展日益引人矚目,逐漸成為農(nóng)村金融體系中一個不可或缺的角色。設(shè)立村鎮(zhèn)銀行是解決目前我國農(nóng)村地區(qū)金融服務(wù)覆蓋率低、金融供給不足、競爭不充分等“金融抑制”現(xiàn)象的創(chuàng)新之舉,對于提高農(nóng)村金融服務(wù)水平,促進農(nóng)村經(jīng)濟社會和諧穩(wěn)定和可續(xù)發(fā)發(fā)展,無疑將起到積極的推進作用。眾所周知,銀行業(yè)一直是信息技術(shù)應(yīng)用廣泛和深入的一個行業(yè),在業(yè)務(wù)競爭的背后,是支撐業(yè)務(wù)發(fā)展的IT戰(zhàn)略的角逐,而其中各類業(yè)務(wù)賴以高效穩(wěn)定運行的信息網(wǎng)絡(luò)環(huán)境無疑顯得至關(guān)重要。村鎮(zhèn)銀行作為金融市場上的新興金融實體,一般規(guī)模較小,財力有限,而且科技力量薄弱,缺乏對信息管理風(fēng)險的防控能力,因此,自身業(yè)務(wù)特點加之與其發(fā)起行之間的關(guān)系,決定了村鎮(zhèn)銀行需要建設(shè)一個既能夠最大限度地控制成本,又能夠滿足自身業(yè)務(wù)穩(wěn)定發(fā)展的網(wǎng)絡(luò)和信息技術(shù)平臺。本文就選擇村鎮(zhèn)銀行信息網(wǎng)絡(luò)系統(tǒng)建設(shè)為課題,結(jié)合案例,通過全新的視角、科學(xué)的方法來探討村鎮(zhèn)銀行聯(lián)合信息網(wǎng)絡(luò)平臺的規(guī)劃、設(shè)計與實施。本文緒論部分歸納總結(jié)了目前村鎮(zhèn)銀行常見的IT系統(tǒng)建設(shè)模式,并對其實用性進行了比較分析,進而提出了一個新的IT系統(tǒng)建設(shè)模式,即聯(lián)合信息網(wǎng)絡(luò)模式。第二章著重闡述了全篇論證的理論基礎(chǔ)。第三章基于緒論提出的新系統(tǒng)建設(shè)模式提出了聯(lián)合信息網(wǎng)絡(luò)平臺的建設(shè)方案,并詳細分析了聯(lián)合信息網(wǎng)絡(luò)模式下IT系統(tǒng)建設(shè)的客觀環(huán)境,并從不同角度提出策略選擇建議。第四章確定聯(lián)合信息網(wǎng)絡(luò)平臺建設(shè)目標,對設(shè)計理念進行了闡釋。第五章結(jié)合實際案例,總結(jié)給出了聯(lián)合信息網(wǎng)絡(luò)平臺項目建設(shè)各個方面的實施策略,同時對項目的風(fēng)險進行了量化分析,并提出控制策略。最后結(jié)論與展望一章歸納了全文的研究成果,并對村鎮(zhèn)銀行的IT建設(shè)進行了展望。本文的研究給當前村鎮(zhèn)銀行等中小型金融機構(gòu)的信息網(wǎng)絡(luò)建設(shè)提供了一個新的模式,對于如何利用項目管理的理論和方法指導(dǎo)和實施信息化建設(shè)項目也有一定的參考價值。
[Abstract]:In recent years, with the increase of national financial support to rural areas, the development of rural banks is attracting more and more attention, gradually becoming an indispensable role in the rural financial system. The establishment of village banks is an innovative way to solve the problem of "financial suppression", such as low coverage of financial services in rural areas, insufficient financial supply and inadequate competition, which can improve the level of financial services in rural areas. Promoting rural economic and social harmony, stability and sustainable development, will undoubtedly play a positive role. As we all know, the banking industry has always been an industry with extensive and deep application of information technology. Behind the business competition, it is the competition of IT strategy to support the development of business. Among them, the information network environment on which all kinds of services depend on efficient and stable operation is undoubtedly very important. As a new financial entity in the financial market, village banks are generally small in scale, limited in financial resources, weak in science and technology, and lack the ability to prevent and control information management risks. It is decided that the village bank needs to build a network and information technology platform which can not only control the cost to the maximum extent, but also satisfy the steady development of its own business. This article chooses the village bank information network system construction as the topic, unifies the case, through the brand-new angle of view, the scientific method discusses the village bank union information network platform plan, the design and the implementation. The introduction part of this paper summarizes the common IT system construction mode of village bank at present, and compares and analyzes its practicability, and then puts forward a new IT system construction mode, that is, joint information network mode. The second chapter focuses on the theoretical basis of the whole argumentation. In chapter 3, based on the new system construction model proposed by introduction, the construction scheme of joint information network platform is put forward, and the objective environment of IT system construction under joint information network mode is analyzed in detail, and the suggestions of strategy selection are put forward from different angles. The fourth chapter defines the construction goal of the joint information network platform and explains the design idea. In the fifth chapter, combined with practical cases, the implementation strategies of each aspect of project construction of joint information network platform are summarized, and the risk of the project is analyzed quantitatively, and the control strategy is put forward. Finally, the conclusion and prospect chapter summarizes the research results of this paper, and looks forward to the IT construction of village banks. The research in this paper provides a new model for the information network construction of small and medium-sized financial institutions such as village banks and so on. It also has certain reference value for how to use the theory and method of project management to guide and implement the information construction projects.
