【摘要】：黨的十八屆三中全會提出“一帶一路”的戰(zhàn)略構想,使泉州這個中國古代海上絲綢之路的起錨地迎來一次千載難逢的歷史新契機。本文以此為平臺,介紹了海關監(jiān)管與查驗工作的相關內容,針對泉州港口岸監(jiān)管業(yè)務“點多、面廣、線長”等特點、港口分散、查驗資源不足等問題,提出泉州地區(qū)海運口岸海關查驗中心項目的建設,目的是更科學合理的調動有限查驗資源為進出口貿易企業(yè)提供高效便捷的通關服務,更好的適應步入新常態(tài)下的經濟發(fā)展。文章以物流中心選址為參考,介紹了幾種常用的選址方法,通過綜合比較決定采用線性擬合(SPSS20.0)預測模型對泉州地區(qū)主要海運口岸的外貿物流量進行分析與預測、改進重心法模型初步確定選址區(qū)域、因素法篩選不合理方案、層次分析法(AHP)模型確定指標權重體系、模糊層次分析法(F-AHP)模型對備選地址點進行綜合評價,最終確定泉州海關查驗中心項目選址點。結果表明合理的選址方法為海關查驗中心項目的選址規(guī)劃提供了科學有效的技術支撐。該查驗中心項目將助推泉州地區(qū)海關與聯(lián)檢單位“關檢三個一”、“國際貿易單一窗口”及“一站式作業(yè)”查驗平臺的建設,且對海關全面深化改革、服務擴大開放、提高監(jiān)管效能和為最終實現(xiàn)全國海關通關一體化模式有著深遠的意義,這也將助力于泉州建設“21世紀海上絲綢之路先行區(qū)”、打造海上絲綢之路國際樞紐港及實現(xiàn)港口復興升級做出重大貢獻。
[Abstract]:The third Plenary session of the 18th CPC Central Committee put forward the strategic conception of "Belt and Road", which made Quanzhou, the anchor of China's ancient maritime Silk Road, ushered in a new historical opportunity once in a lifetime. Based on this platform, this paper introduces the relevant contents of customs supervision and inspection work, aiming at the characteristics of Quanzhou port supervision business, such as "many points, wide scope, long line", the port is dispersed, and the inspection resources are insufficient, etc. This paper puts forward the construction of the customs inspection center project of Quanzhou seaborne port, in order to more scientifically and reasonably mobilize the limited inspection resources to provide efficient and convenient customs clearance service for import and export trade enterprises, and better adapt to the economic development under the new normal condition. Taking the location of logistics center as a reference, this paper introduces several common methods of location selection. Through comprehensive comparison, it is decided to use linear fitting (SPSS20.0) forecasting model to analyze and forecast the foreign trade logistics flow of the main seaborne ports in Quanzhou area. The improved barycenter method model preliminarily determines the location area, the factor method selects unreasonable schemes, the (AHP) model of analytic hierarchy process determines the index weight system, and the fuzzy analytic hierarchy process (F-AHP) model evaluates the alternative address points synthetically. Finally determine the Quanzhou customs inspection center project site. The results show that the reasonable location method provides scientific and effective technical support for the location planning of the customs inspection center project. The inspection center project will facilitate the construction of the "three ones", "single window of international trade" and "one-stop operation" inspection platform between the Customs and the Joint Inspection Unit in Quanzhou, and will also deepen the overall reform of the Customs and expand the opening of its services. It is of far-reaching significance to improve the efficiency of supervision and to realize the integration model of customs clearance in the whole country, which will also help Quanzhou to build the "Maritime Silk Road first Zone in the 21st Century". The creation of the maritime Silk Road international hub port and the realization of port renaissance and upgrading made a major contribution.
