【摘要】：鐵路作為我國綜合交通運(yùn)輸體系的骨干,擁有巨大的資源和運(yùn)輸網(wǎng)絡(luò)優(yōu)勢,在現(xiàn)代物流系統(tǒng)中具有難以替代的重要地位和作用,鐵路貨運(yùn)可持續(xù)發(fā)展對于綜合運(yùn)輸網(wǎng)絡(luò)下物流系統(tǒng)構(gòu)建和強(qiáng)化具有重要的推進(jìn)作用,同時(shí)也對完善國家經(jīng)濟(jì)結(jié)構(gòu)和提高人民生活質(zhì)量具有十分重要的意義。隨著社會經(jīng)濟(jì)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,交通運(yùn)輸業(yè)迎來了全面快速發(fā)展時(shí)期,快運(yùn)業(yè)務(wù)成為了社會物流的競爭主體,現(xiàn)代物流系統(tǒng)對于貨運(yùn)時(shí)效性、安全性、便捷性提出了更高的要求。為此,我國鐵路抓住時(shí)代機(jī)遇,以向現(xiàn)代物流轉(zhuǎn)型為目標(biāo)進(jìn)行了一系列的貨運(yùn)改革措施,努力改變鐵路貨運(yùn)持續(xù)低迷的狀態(tài)。本文以此為背景,借鑒國內(nèi)外經(jīng)驗(yàn),以現(xiàn)代物流為參照,以零散快運(yùn)為主要研究對象,探討了鐵路發(fā)展快運(yùn)業(yè)務(wù)的相關(guān)問題。首先,分析當(dāng)前鐵路快運(yùn)作業(yè)系統(tǒng)的特點(diǎn)與問題,總結(jié)歸納鐵路快運(yùn)作業(yè)流程基本要素,明確各參與主體的責(zé)任劃分。其次,理順流程運(yùn)作機(jī)理,分析鐵路快運(yùn)流程存在的問題；利用WBS方法對鐵路快運(yùn)作業(yè)流程進(jìn)行結(jié)構(gòu)分解,明確各環(huán)節(jié)作業(yè)內(nèi)容,制定作業(yè)質(zhì)量標(biāo)準(zhǔn)。然后,利用統(tǒng)籌法構(gòu)建鐵路快運(yùn)作業(yè)網(wǎng)絡(luò)圖,并針對關(guān)鍵路徑進(jìn)行結(jié)構(gòu)、時(shí)間優(yōu)化。最后,提出相應(yīng)的鐵路快運(yùn)優(yōu)化配套措施。
[Abstract]:As the backbone of our country's comprehensive transportation system, railway has enormous advantages of resources and transportation network, which has an important position and role in modern logistics system. The sustainable development of railway freight transport plays an important role in the construction and strengthening of logistics system under the integrated transportation network, and it also plays an important role in perfecting the national economic structure and improving the quality of life of the people. With the development of social economy and the adjustment of industrial structure, the transportation industry has ushered in a period of comprehensive and rapid development. Express transportation has become the main body of competition in social logistics, and modern logistics system is effective and safe for freight transportation. Convenience puts forward higher requirements. Therefore, the railway of our country grasps the opportunity of the times, takes the transformation to the modern logistics as the goal, has carried on a series of freight transport reform measures, diligently changes the railway freight transport to continue to be depressed the condition. Based on this background, drawing lessons from domestic and foreign experience, taking modern logistics as reference, and taking scattered express as the main research object, this paper discusses the related problems in the development of railway express service. Firstly, this paper analyzes the characteristics and problems of the current railway express operation system, summarizes the basic elements of the railway express operation process, and clarifies the division of the responsibilities of the participants. Secondly, straighten out the operation mechanism of the process, analyze the problems existing in the railway express process, use the WBS method to decompose the structure of the railway express operation process, clarify the operation content of each link, and formulate the operation quality standard. Then, the railway express operation network diagram is constructed by the overall planning method, and the structure and time are optimized according to the critical path. Finally, put forward the corresponding railway express transportation optimization matching measures.
