【摘要】：中部六省位于大陸腹地,資源豐富,農業(yè)發(fā)達,工業(yè)基礎雄厚,無論在地理位置上,還是在經(jīng)濟版圖中,都具有承東啟西、溝通南北的重要戰(zhàn)略意義。隨著中部崛起戰(zhàn)略的逐步落實和發(fā)展,中部六省應該抓住政策調整的良機,大力推進產(chǎn)業(yè)結構調整,促進經(jīng)濟快速發(fā)展。物流產(chǎn)業(yè)是社會經(jīng)濟發(fā)展到一定階段的產(chǎn)物,是涵蓋了農業(yè)、制造業(yè)、服務業(yè)三大產(chǎn)業(yè)中物流資源的復合型產(chǎn)業(yè),被譽為區(qū)域經(jīng)濟發(fā)展的助推器,其發(fā)展程度是衡量一個國家或地區(qū)綜合實力和現(xiàn)代化程度的重要標志。從發(fā)展過程中來看,物流產(chǎn)業(yè)與區(qū)域經(jīng)濟是相互促進、協(xié)同發(fā)展的關系。一方面物流產(chǎn)業(yè)的發(fā)展,可以降低經(jīng)濟運行成本,擴大市場范圍,促進商品流通,加快區(qū)域一體化進程。另一方面,隨著經(jīng)濟水平的提高,對物流的需求量也越大,對物流服務的要求和技術水平也越高,從而加速了物流產(chǎn)業(yè)的發(fā)展。所以中部六省要保持良好的發(fā)展勢頭,就必須保持物流產(chǎn)業(yè)和區(qū)域經(jīng)濟相互促進的關系,促進兩者協(xié)調發(fā)展。本文主要從以下方面對中部六省物流產(chǎn)業(yè)與區(qū)域經(jīng)濟協(xié)調發(fā)展問題進行闡述。首先,在研究大量國內外文獻的基礎上,根據(jù)物流產(chǎn)業(yè)和區(qū)域經(jīng)濟的相關理論,分析了物流產(chǎn)業(yè)與區(qū)域經(jīng)濟相互作用的機制。其次,通過對中部六省的經(jīng)濟增長和物流產(chǎn)業(yè)發(fā)展現(xiàn)狀進行分析,發(fā)現(xiàn)其協(xié)調發(fā)展過程中存在的問題。再次,根據(jù)物流產(chǎn)業(yè)與區(qū)域經(jīng)濟協(xié)調發(fā)展的評價原則,初步構建一套基于復合系統(tǒng)的評價指標體系,然后運用R型聚類分析對指標進行篩選,并通過主成分分析法對指標賦予權重。隨后,在分析了多種評價方法優(yōu)劣的基礎上,選擇功效函數(shù)法和交叉數(shù)據(jù)包絡分析法對子系統(tǒng)內部和子系統(tǒng)之間的協(xié)調度進行測算,然后采用加權平均的方式得到復合系統(tǒng)總的協(xié)調度。最后,對中部六省2009年到2013年的物流產(chǎn)業(yè)和區(qū)域經(jīng)濟的協(xié)調發(fā)展狀況進行實證分析,通過對系統(tǒng)內部、系統(tǒng)之間和復合系統(tǒng)的協(xié)調度進行縱向和橫向的分析和比較,得出結論認為中部六省物流產(chǎn)業(yè)與區(qū)域經(jīng)濟的協(xié)調度在不斷提高,但狀態(tài)并不穩(wěn)定,容易出現(xiàn)失調的風險。據(jù)此提出促進中部六省物流產(chǎn)業(yè)與區(qū)域經(jīng)濟協(xié)調發(fā)展的若干建議。
[Abstract]:The six central provinces are located in the hinterland of the mainland with abundant resources, developed agriculture and strong industrial foundation. Both in geographical location and in the economic map, the six provinces have the important strategic significance of connecting the east with the west and connecting the north and the south. With the gradual implementation and development of the rising strategy of central China, the six central provinces should seize the opportunity of policy adjustment, vigorously promote the adjustment of industrial structure and promote the rapid development of economy. Logistics industry is the product of social and economic development to a certain stage, is a complex industry covering the three major industries of agriculture, manufacturing and service industry, and is known as the booster of regional economic development. The degree of its development is an important symbol to measure the comprehensive strength and modernization of a country or region. In the process of development, logistics industry and regional economy promote each other and cooperate with each other. On the one hand, the development of logistics industry can reduce the cost of economic operation, expand the market scope, promote the circulation of goods and accelerate the process of regional integration. On the other hand, with the improvement of economic level, the greater the demand for logistics, the higher the demand for logistics services and the higher the level of technology, thus accelerating the development of logistics industry. Therefore, in order to maintain a good development momentum, the six central provinces must maintain the relationship between logistics industry and regional economy and promote the coordinated development of the two. This paper expounds the coordinated development of logistics industry and regional economy in six central provinces from the following aspects. First of all, on the basis of studying a large number of domestic and foreign literature, this paper analyzes the mechanism of the interaction between logistics industry and regional economy according to the relevant theories of logistics industry and regional economy. Secondly, through the analysis of the economic growth and logistics industry development in six central provinces, the problems in the process of coordinated development are found. Thirdly, according to the evaluation principle of coordinated development of logistics industry and regional economy, a set of evaluation index system based on compound system is constructed, and then R cluster analysis is used to screen the index. The index is given weight by principal component analysis. Then, on the basis of analyzing the merits and demerits of various evaluation methods, the efficiency function method and cross data envelopment analysis method are selected to measure the degree of coordination within and between subsystems. Then the total degree of coordination of the composite system is obtained by using the weighted average method. Finally, through the empirical analysis of the coordinated development of logistics industry and regional economy in six central provinces from 2009 to 2013, through the vertical and horizontal analysis and comparison of coordination degree within the system, between systems and composite systems, The conclusion is that the coordination degree between logistics industry and regional economy in the six provinces of central China is increasing, but the situation is unstable and the risk of imbalance is easy to appear. Based on this, some suggestions are put forward to promote the coordinated development of logistics industry and regional economy in six central provinces.
