【摘要】：隨著經(jīng)濟(jì)全球化和信息科技化進(jìn)程的推進(jìn),現(xiàn)代物流業(yè)迫切需要一套能夠從多角度反映區(qū)域物流發(fā)展綜合水平的評(píng)價(jià)指標(biāo)體系。在這種背景下,區(qū)域物流綜合指數(shù)作為一種綜合衡量物流基礎(chǔ)條件、發(fā)展效益、與經(jīng)濟(jì)的關(guān)聯(lián)程度以及對(duì)環(huán)境的影響程度的系統(tǒng)性評(píng)價(jià)指標(biāo),對(duì)其進(jìn)行研究有利于各地區(qū)物流發(fā)展水平的橫向比較、物流行業(yè)的管理以及政府宏觀政策、法規(guī)的制定,進(jìn)而引導(dǎo)物流質(zhì)量的提升。論文圍繞區(qū)域物流指數(shù)做的研究主要有以下幾點(diǎn):1.以區(qū)域物流發(fā)展水平為研究對(duì)象,通過(guò)闡述指數(shù)、物流指數(shù)、區(qū)域物流指數(shù)三者的含義以及影響區(qū)域物流發(fā)展水平的主要因素,明確了區(qū)域物流指數(shù)評(píng)價(jià)指標(biāo)體系的構(gòu)建原則、構(gòu)建方法及構(gòu)建流程。其中,指標(biāo)體系的構(gòu)建流程主要分為指標(biāo)體系框架搭建和指標(biāo)體系優(yōu)化兩個(gè)階段,并詳細(xì)分析了各階段的思路與方法。2.在此基礎(chǔ)上,構(gòu)建了區(qū)域物流指數(shù)評(píng)價(jià)指標(biāo)體系的指標(biāo)定量篩選模型,給后階段指標(biāo)體系的構(gòu)建及綜合評(píng)價(jià)提供了強(qiáng)有力的理論支撐作用。3.為了體現(xiàn)理論與實(shí)際相結(jié)合的特點(diǎn),在物流指數(shù)的實(shí)證分析階段,選取四川省作為研究案例,構(gòu)建了基于四川省2006～2013年的區(qū)域物流指數(shù)評(píng)價(jià)指標(biāo)體系。該評(píng)價(jià)指標(biāo)體系采用物流基礎(chǔ)條件及發(fā)展效益指數(shù)、經(jīng)濟(jì)環(huán)境指數(shù)、環(huán)境影響指數(shù)和發(fā)展?jié)摿χ笖?shù)的4個(gè)二級(jí)指標(biāo)、22個(gè)三級(jí)指標(biāo),運(yùn)用物流綜合指數(shù)模型具體計(jì)算了四川省物流綜合指數(shù)及各分項(xiàng)物流指數(shù)值。4.針對(duì)各指數(shù)的走勢(shì)特征及表現(xiàn)原因?qū)λ拇ㄊ∥锪鳂I(yè)的未來(lái)發(fā)展提出了針對(duì)性的建議。建議指出:四川省政府應(yīng)該不斷改善物流固定資產(chǎn)的投資效果、加大對(duì)于物流信息化水平提升的投資力度、注重物流專(zhuān)業(yè)科技人才的培養(yǎng)與引進(jìn),加快發(fā)展物流業(yè)的同時(shí)更需要把好環(huán)境關(guān),從而保證物流發(fā)展與生態(tài)環(huán)境的和諧相處。
[Abstract]:With the development of economic globalization and information technology, modern logistics industry urgently needs a set of evaluation index system which can reflect the comprehensive level of regional logistics development from many angles. In this context, regional logistics comprehensive index as a comprehensive measure of logistics basic conditions, development benefits, the degree of relevance to the economy and the impact on the environment of a systematic evaluation index, The study is beneficial to the horizontal comparison of the level of logistics development in different regions, the management of logistics industry, the formulation of government macro policies and regulations, and then leads to the improvement of logistics quality. This paper focuses on the research of regional logistics index as follows: 1. Taking the development level of regional logistics as the research object, this paper expounds the meaning of index, logistics index and regional logistics index and the main factors influencing the development level of regional logistics, and clarifies the principles of constructing the evaluation index system of regional logistics index. Construction method and construction process. Among them, the construction process of the index system is divided into two stages: the frame of the index system and the optimization of the index system, and the ideas and methods of each stage are analyzed in detail. On this basis, a quantitative index screening model of regional logistics index evaluation index system is constructed, which provides a strong theoretical support for the later stage index system construction and comprehensive evaluation. In order to reflect the characteristics of combination of theory and practice, in the stage of empirical analysis of logistics index, Sichuan Province is selected as a case study, and the evaluation index system of regional logistics index based on Sichuan Province 2006 ~ 2013 is constructed. The evaluation index system adopts four secondary indexes of logistics basic condition and development benefit index, economic environment index, environmental impact index and development potential index, and 22 third-grade indexes. Using the logistics comprehensive index model to calculate the logistics index of Sichuan province and the value of logistics index. 4. 4. Aiming at the trend characteristics of each index and its reasons, the paper puts forward some suggestions for the future development of logistics industry in Sichuan province. It is suggested that the Sichuan Provincial Government should continuously improve the investment effect of logistics fixed assets, increase investment in the level of logistics informatization, and pay attention to the cultivation and introduction of scientific and technological personnel specialized in logistics. In order to ensure the harmony between logistics development and ecological environment, it is necessary to speed up the development of logistics industry at the same time.
