東海海區(qū)航海保障信息服務平臺的研究

【摘要】:近年來,隨著全球經(jīng)濟的快速增長和經(jīng)濟一體化進程的加速,海洋運輸以其運量大、通貨能力強和運價低廉的優(yōu)勢,在大宗貨物的運輸中占居主導地位。為應對高速增長的貿(mào)易需求,船舶也向著大型化與高速化的方向發(fā)展。同時,日益增長的船舶通航密度和復雜的水域環(huán)境毫無疑問給海上航行安全和防范船舶污染海洋等帶來了巨大挑戰(zhàn),對與之配套的航海保障體系提出了更高的要求。為了迎接這些挑戰(zhàn),世界各國正積極探索各種高新技術,希望通過技術創(chuàng)新實現(xiàn)本國海事管理服務和監(jiān)管能力的提升、確保海洋運輸?shù)陌踩、保護生態(tài)環(huán)境。我國為了推動和提高航航海保障管理工作規(guī)范化、信息化、數(shù)字化,也相應推出了各類航海保障管理的信息化應用系統(tǒng)。本文以東海海區(qū)為研究對象,根據(jù)航海保障業(yè)務特點和工作性質,依托航測質量管理體系,深入分析業(yè)務實際需求及應用,綜合考慮業(yè)務流程,按照國際海事組織(IMO)自愿審核機制質量體系標準、國際航標協(xié)會(IALA)的要求,在已建立的“航標綜合信息管理與服務平臺”基礎之上,研究航海保障信息化管理與綜合服務一體化技術,構建東海海區(qū)航海保障信息服務平臺。本平臺完成三大領域的建設工作,即海上航標遠程監(jiān)控、內(nèi)部業(yè)務管理(信息綜合管理)和對外服務。其中海上航標遠程監(jiān)控由航標遙測和遙控系統(tǒng)、航標視頻巡檢系統(tǒng)和移動航標巡檢系統(tǒng)、航標數(shù)據(jù)采集系統(tǒng)和Web航標監(jiān)測系統(tǒng)等組成,海上航標遠程監(jiān)控實際上是進行數(shù)據(jù)的采集,數(shù)據(jù)的管理和存儲則需要建立內(nèi)部業(yè)務管理系統(tǒng),這個管理系統(tǒng)由多個子系統(tǒng)組成,包括:航標基礎數(shù)據(jù)管理系統(tǒng)、航標業(yè)務運行管理系統(tǒng)、項目管理系統(tǒng)、平臺基礎數(shù)據(jù)維護系統(tǒng)等;對外服務主要指的是助航信息發(fā)布平臺、網(wǎng)上業(yè)務辦理平臺、航標處門戶網(wǎng)站。相對于傳統(tǒng)航標綜合信息管理與服務平臺,該平臺提高了信息采集的準確性,有效提升了應急反應能力,提高了信息處理的能力,有效降低了航標生產(chǎn)維護成本,提升了船、貨、港口周轉和流通速度,減少了投資和物流成本,有效提高了港口安全性,保護了海洋環(huán)境。
[Abstract]:In recent years, with the rapid growth of the global economy and the acceleration of the process of economic integration, ocean transportation has played a leading role in the transportation of bulk goods because of its advantages of large volume, strong currency and low freight. In order to cope with the rapid growth of trade demand, ships are also developing towards the direction of large-scale and high-speed. At the same time, the increasing ship navigation density and complex water environment undoubtedly bring great challenges to the safety of navigation and the prevention of marine pollution, and put forward higher requirements for the corresponding maritime security system. In order to meet these challenges, countries all over the world are actively exploring various high and new technologies, hoping to improve their maritime management services and regulatory capabilities through technological innovation, to ensure the safety of marine transportation and to protect the ecological environment. In order to promote and improve the standardization, information and digitization of navigation support management, China has also put forward various information application systems of navigation support management. This paper takes the East China Sea area as the research object, according to the characteristics and working properties of maritime security business, relying on the quality management system of aviation survey, deeply analyzes the actual business needs and applications, and considers the business process comprehensively. In accordance with the International Maritime Organization (IMO) voluntary audit mechanism quality system standard and the requirements of the International Navigation Aids Association (IALAA), and on the basis of the established Integrated Information Management and Service platform for Navigation Aids, This paper studies the integration technology of navigation support information management and integrated service, and constructs the navigation support information service platform in the East China Sea. The platform completes the construction of three major areas, namely, remote monitoring of maritime navigation aids, internal business management (integrated information management) and external services. Among them, the remote monitoring of maritime navigation aids consists of the navigation mark telemetry and remote control system, the navigation aids video patrol system, the mobile navigation mark patrol system, the navigation mark data acquisition system and the Web navigation mark monitoring system, etc. In fact, the remote monitoring of maritime navigation aids is to collect data, and the management and storage of data need to establish an internal business management system, which is composed of several subsystems, including: the basic data management system of navigation aids. Operation management system, project management system, platform basic data maintenance system, etc. External service mainly refers to the navigation information publishing platform, the online business processing platform, the navigation aids department portal website and so on. Compared with the traditional integrated information management and service platform for navigation aids, the platform improves the accuracy of information collection, effectively improves the ability of emergency response, improves the ability of information processing, effectively reduces the cost of production and maintenance of navigation aids, and promotes the ship. Cargo, port turnover and circulation speed, reduce investment and logistics costs, effectively improve port security, protect the marine environment.
