【摘要】：農副產品價格與人民生活息息相關,大型中心城市農副產品的價格調控政策關系到城市民生,尤其對保障低收入群體的正常生活十分重要。必要的價格調控政策既能避免市場失靈,有效發(fā)揮財政資金的作用,也能保證市場的穩(wěn)定并降低價格異常波動風險。本文從影響大城市農副產品價格的因素入手,分析目前我國大多數中心城市采用的調控政策,并提出應從三方面實行轉變:從全鏈條參與向零售控價干預轉變;從日常價格干預向應急性和臨時性價格干預轉變;從補貼市場建設向激活市場機制轉變。
[Abstract]:The price of agricultural and sideline products is closely related to people's life. The price control policy of agricultural and sideline products in large central cities is of great importance to the livelihood of the city, especially to the protection of the normal life of low-income groups.The necessary price control policy can not only avoid the market failure, but also ensure the stability of the market and reduce the risk of abnormal price fluctuation.Starting with the factors that affect the prices of agricultural and sideline products in big cities, this paper analyzes the adjustment and control policies adopted by most central cities in our country at present, and puts forward that three aspects should be carried out to change: from full chain participation to retail price control intervention;From daily price intervention to emergency and temporary price intervention, from subsidizing market construction to activating market mechanism.
