【摘要】：根據(jù)浙江舟山群島新區(qū)建設(shè)與發(fā)展規(guī)劃,舟山港口物流的建設(shè)與發(fā)展成為重中之重。建設(shè)發(fā)展舟山港口物流具有推動(dòng)港口與國(guó)家區(qū)域間以及國(guó)際間的互動(dòng)、促進(jìn)港口服務(wù)進(jìn)一步的完善、增強(qiáng)綜合競(jìng)爭(zhēng)能力、推進(jìn)港口保稅物流發(fā)展等重要作用。浙江舟山群島新區(qū)建設(shè)發(fā)展規(guī)劃及舟山市依此而制定的舟山市十二五發(fā)展規(guī)劃、遠(yuǎn)景規(guī)劃以及相關(guān)的深入研究表明,發(fā)展舟山港口物流面臨兩大關(guān)鍵性的瓶頸問(wèn)題:加快推進(jìn)寧波舟山港一體化問(wèn)題和舟山物流大通道建設(shè)問(wèn)題。寧波舟山港一體化自2006正式啟動(dòng)以來(lái),顯示出良好的發(fā)展前景,但一體化的實(shí)質(zhì)性推進(jìn)進(jìn)展緩慢。加快推進(jìn)寧波舟山港一體化能有效提升浙江港口競(jìng)爭(zhēng)力,因此,我們必須堅(jiān)持系統(tǒng)原則、市場(chǎng)化原則、互動(dòng)原則,并通過(guò)在政策與融資體系、資源統(tǒng)籌與集疏運(yùn)通道、信息體系與臨港工業(yè)發(fā)展等方面的有效措施積極推進(jìn),加快寧波舟山港一體化的建設(shè)與發(fā)展。舟山物流大通道是為了強(qiáng)調(diào)舟山群島新區(qū)作為長(zhǎng)三角地區(qū)重要的門戶樞紐節(jié)點(diǎn)的作用,舟山群島新區(qū)需要打造的對(duì)內(nèi)、對(duì)外兩個(gè)無(wú)縫銜接的交通運(yùn)輸網(wǎng)絡(luò)系統(tǒng)——環(huán)杭州灣東方大通道�！碍h(huán)杭州灣東方大通道”是站在系統(tǒng)方面將“海、陸、空、港、橋、島、鐵、軌”集中在一起的多元化交通運(yùn)輸網(wǎng)絡(luò)渠道,能夠做到島內(nèi)交通、島際交通、島嶼對(duì)外交通的全面發(fā)展。建設(shè)舟山物流大通道具有發(fā)揮區(qū)位優(yōu)勢(shì)、促進(jìn)區(qū)域發(fā)展、完善港口資源布局、提升海洋產(chǎn)業(yè)發(fā)展的重要意義,但當(dāng)前通道建設(shè)離規(guī)劃目標(biāo)相去甚遠(yuǎn),需要區(qū)域內(nèi)各級(jí)政府乃至國(guó)家在政策的制定與落實(shí)方面做好實(shí)實(shí)在在的工作、并加快推進(jìn)舟山市江海聯(lián)運(yùn)服務(wù)能力的提升。
[Abstract]:According to the construction and development plan of Zhoushan archipelago, the construction and development of Zhoushan port logistics becomes the most important.The construction and development of Zhoushan port logistics plays an important role in promoting the interaction between port and national regions as well as in international relations, promoting the further improvement of port services, enhancing comprehensive competitiveness, and promoting the development of port bonded logistics.The Zhejiang Zhoushan Islands New area Construction and Development Plan and the Zhoushan 12th Five-Year Development Plan drawn up by Zhoushan City in accordance with this plan, the long-term plan and related in-depth studies show thatThe development of Zhoushan port logistics faces two key bottleneck problems: speeding up the integration of Ningbo Zhoushan Port and constructing Zhoushan Logistics Passage.The integration of Ningbo Zhoushan Port has shown a good prospect since it was officially launched in 2006, but the substantive progress of integration has been slow.Speeding up the integration of Ningbo Zhoushan Port can effectively enhance the competitiveness of Zhejiang Port. Therefore, we must adhere to the system principle, market-oriented principle, interactive principle, and through the policy and financing system, resource coordination and distribution channels,The effective measures of information system and industrial development of port are actively promoted to accelerate the construction and development of the integration of Ningbo Zhoushan Port.Zhoushan logistics corridor is designed to emphasize the role of Zhoushan archipelagic New area as an important portal hub node in the Yangtze River Delta, and the Zhoushan Archipelagic New area needs to be built internally.There are two seamless transportation network systems-the East Passage around Hangzhou Bay.The "East Grand Passage around Hangzhou Bay" is a diversified network of transportation networks that will bring together "sea, land, air, port, bridge, island, iron and rail" from the point of view of the system, and be able to achieve intra-island and inter-island traffic.The overall development of the island's external traffic.The construction of Zhoushan logistics channel is of great significance in bringing into play its regional advantages, promoting regional development, perfecting the distribution of port resources, and promoting the development of marine industry, but the current channel construction is far from the planning goal.It is necessary for governments at all levels in the region and even the country to do a good job in formulating and implementing policies, and to speed up the upgrading of the capacity of Jianghai combined transport services in Zhoushan City.
