【摘要】：在全球化經(jīng)濟(jì)發(fā)展的浪潮下,企業(yè)面臨著新的激烈的的競爭格局。企業(yè)之間的競爭模式隨著信息技術(shù)的不斷發(fā)展而不斷地發(fā)生著變化,且由此帶來的產(chǎn)業(yè)優(yōu)勢和效益也相應(yīng)發(fā)生著巨大變化。企業(yè)信息化建設(shè)作為公司總體戰(zhàn)略的重要組成部分,在面對(duì)市場競爭、建立核心競爭力方面發(fā)揮著越來越重要的作用。企業(yè)信息化建設(shè)的方法、實(shí)施也直接關(guān)系到企業(yè)的信息化建設(shè)是否成功,關(guān)系到企業(yè)是否能通過信息化技術(shù)促進(jìn)生產(chǎn)力的提高、推動(dòng)企業(yè)管理效率的提高、支撐企業(yè)的可持續(xù)發(fā)展,最終幫助企業(yè)實(shí)現(xiàn)產(chǎn)業(yè)優(yōu)化、以及價(jià)值最大化。本文通過企業(yè)管理、信息化建設(shè)、項(xiàng)目管理等理論,以信息化建設(shè)如何契合公司的總體戰(zhàn)略目標(biāo)與信息化需求為切入點(diǎn),對(duì)華北油田公司信息化建設(shè)和實(shí)施進(jìn)行了研究和探討。結(jié)合石油行業(yè)信息化建設(shè)現(xiàn)狀和信息技術(shù)發(fā)展的情況,針對(duì)華北油田公司面臨的競爭形勢、總體發(fā)展目標(biāo)、管控模式以及主營業(yè)務(wù)流程等內(nèi)容進(jìn)行分析,確定影響信息化建設(shè)實(shí)施的關(guān)鍵即按照“統(tǒng)一規(guī)劃、分步實(shí)施”的原則,以信息資源集成共享、深化優(yōu)化應(yīng)用為著力點(diǎn),加快信息化建設(shè)力度,提升和完善計(jì)算機(jī)網(wǎng)絡(luò)和信息安全系統(tǒng),強(qiáng)化信息標(biāo)準(zhǔn)化工作,抓好信息化隊(duì)伍建設(shè),在公司范圍內(nèi)實(shí)現(xiàn)物流、資金流、信息流三流合一,為公司改革發(fā)展和生產(chǎn)經(jīng)營管理提供信息化支撐。本文通過對(duì)華北油田公司信息化建設(shè)與實(shí)施進(jìn)行研究,為完善公司總體發(fā)展起到了積極的作用,文中指出了信息化建設(shè)實(shí)施和完善措施的重要意義,并建議按投入產(chǎn)出、風(fēng)險(xiǎn)控制等因素對(duì)信息化建設(shè)進(jìn)行動(dòng)態(tài)評(píng)估,對(duì)于華北油田公司信息化建設(shè)與實(shí)施有一定的參考與借鑒意義。
[Abstract]:In the tide of global economic development, enterprises are facing a new and fierce competition pattern.With the continuous development of information technology, the competition mode among enterprises is constantly changing, and the industrial advantages and benefits brought about by it are also changing greatly.As an important part of the company's overall strategy, enterprise information construction plays a more and more important role in establishing core competitiveness in the face of market competition.The method of enterprise information construction is also directly related to the success of enterprise information construction, whether the enterprise can promote productivity improvement through information technology, and promote the efficiency of enterprise management.Support the sustainable development of enterprises, and ultimately help enterprises achieve industrial optimization and value maximization.Based on the theories of enterprise management, information construction and project management, this paper studies and discusses the informatization construction and implementation of Huabei Oilfield Company based on how the information construction accords with the overall strategic goal and the information demand of the company.According to the present situation of information construction in petroleum industry and the development of information technology, this paper analyzes the competitive situation, the overall development goal, the management and control mode and the main business process of Huabei Oilfield Company.The key to affect the implementation of information construction is to speed up the construction of information, according to the principle of "unified planning, step by step implementation", focusing on the integration and sharing of information resources, deepening the optimization of application,To upgrade and improve computer networks and information security systems, to strengthen information standardization work, to do a good job in the construction of information teams, and to realize the integration of logistics, capital flow and information flow within the company,For the company reform development and production management to provide information support.Through the research on the informatization construction and implementation of Huabei Oilfield Company, this paper has played a positive role in improving the overall development of the company. The paper points out the important significance of the implementation and improvement measures of the informatization construction, and suggests the input and output.Risk control and other factors for the dynamic evaluation of information construction, information construction and implementation of the North China Oilfield Company has a certain reference and reference significance.
